Description
This is a combined synopsis/solicitation for professional services prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 000HCCEC-2009-73555 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention, NIOSH, Morgantown, WV intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information: CLIN 0001: Total Price: Trench Storyboard and CR-Rom $ The period of performance for this effort is delienated in the Statement of Work under reporting schedule. STATEMENT OF WORK Trench Storyboard and CR-ROM I. Background Hispanic immigrant workers (HIW) are injured at significantly higher rates than their American born counterparts underscoring the need for improved OSH safety training resources. The intervention effectiveness literature suggests that interactive, culturally tailored OSH trainings for immigrant workers are more effective than simple translations of existing English language interventions. Furthermore, computer-based training has been proven an effective and relatively inexpensive training tool. This study will collect information from HIWs that work in and around trenches regarding their OSH training histories, experience with computer-based training, risk perception, and risk acceptance and use it to develop, evaluate, and distribute a Spanish language version of the NIOSH "Trench Safety Awareness Training" (TSAT) CD-ROM. II. Project Objectives The objectives of this project are to develop a culturally sensitive Spanish language version of the NIOSH "Trench Safety Awareness Training" (TSAT) CD-ROM based upon data collected in focus groups from Hispanic immigrant workers in the previous phase of the study, and to evaluate the effectiveness of a culturally tailored interactive version of the CD-ROM as compared to a non-interactive version that can be played on a DVD or downloaded from the internet. III. Scope of Work The purpose of this contract is to provide services for the development of a 40-minute interavtive Spanish language trench safety training CD-ROM and a comparable non-interactive version that can be played on a DVD or downloaded from the internet, both of whose messages and formats have been tailored for Hispanic immigrant workers to specifically address the preferences and obstacles raised in the focus groups from the first phase of the study that has been completed by NIOSH and will be provided to the contractor. IV. Detailed Technical Requirements Summary of Tasks or Phases Task 1: Develop storyboard and script for the interactive CD-ROM and comparable non-interactive version of trench safety training. Task 2: Develop plan and secure permits and talent for filming footage for trench safety training. Task 3: Film video footage for the trench safety training. Task 4: Produce draft interactive and non-interactive versions of a Spanish language trench safetey training. **NIOSH researchers will submit the draft versions of the training created in Task 4 for official NIOSH review needed prior to use in the study. The contract will be on hold for approximately 3 months while the review process is completed. NIOSH will notify the contractor when the review process is complete and it is permissible to continue with the subsequent task in the contract. Task 5: Produce final interactive and non interactive products of the trench safety training. Description of Specific Tasks or Phases Task 1: Develop storyboard and script for the interactive CD-ROM and comparable non-interactive version of trench safety training. NIOSH researchers will provide the contractor with a general outline for content, key stylistic elements, and format for the proposed trench safety training. The final training will be distributed as both a 40-minute interactive Spanish language trench safety training CD-ROM and a comparable non-interactive version that can be played on a DVD or downloaded from the internet, both of whose messages and formats have been tailored for Hispanic immigrant workers. The contractor will produce a preliminarily storyboard and script incorporating the information provided by NIOSH that addresses the preferences and obstacles raised in the focus groups. The script will be developed in Spanish to reduce the risk of complications that can occur in translation. The storyboard should include the use of animation and live film footage along with interactive computer-based exercises. The storyboard and script will include, but not be limited to types of locations to be filmed (worksite, hospital etc.), types of people to be filmed (worker, EMT, etc.), animation to be used, interactive sections, and specific content and dialogue. The training should last about 40 minutes and contain at least five interactive activities. Five alternate non-interactive sections covering the same material as the interactive sections should also be developed in the storyboard. The storyboard and script should also include 3 to 5 interviews with individuals related to trench safety such as trench workers, safety professionals etc. The contractor is responsible for providing fluent Spanish speakers with experience training low-literacy immigrant populations to participate in creating the storyboard and developing the script in Spanish. The results will be incorporated into a final draft of the storyboard and script for the trench safety training. Delivery, Review, and Payment The time frame for completion of Task 1 is within 3 months of the award of this contract. The contractor will formally present a draft of the storyboard and script to the NIOSH research team and also submit a hard copy of the draft materials to the Project Officer for review. NIOSH will review the draft materials and provide comments to the contractor within 30 days. The contractor shall submit a final version of the storyboard and script incorporating/addressing the NIOSH comments. The NIOSH Project Officer will review and confirm that the final storyboard and script are complete. Upon acceptance of the final storyboard and script, partial payment of 15% of the contract may be authorized. Task 2: Develop plan and secure permits and talent for filming footage for the trench safety training. The contractor will create a plan for filming the video sections of the training using the approved script and storyboard developed in Task 1. The plan should include, but not be limited to, identifying specific locations and individuals to be filmed, securing any permits needed for the filming, a schedule for filming including the order of the sites to be filmed and an estimate of the time needed at each site, and identifying the equipment necessary for the filming. While the specific location and number of sites will be determined in Task 1 of this contract, they will be in the continental United States and will not exceed three trips or a total of eight full days of work (excluding travel). Likewise, the number of people to be interviewed on film for the trench safety training will be determined in Task 1, but will not exceed one professional actor to act as an on-screen host and no more than five individuals from the community such as a trench worker, EMT, occupational safety professional, etc. NIOSH will provide the contractor with contacts to organizations that may be able to identify individuals to be filmed, however it remains the sole responsibility of the contractor to identify, schedule, and compensate the individuals appearing in the training. All interviews will be conducted in Spanish. The contractor will submit to the NIOSH Project Officer a draft Task 2 Report with the detailed plan for filming the video sections of the training. NIOSH will have 15 days to provide feedback on the draft Task 2 Report. The contractor will submit a revised Task 2 Report for final approval incorporating/addressing the NIOSH comments. Once the NIOSH Project Officer has approved the final Task 2 Report, the contractor will secure all necessary permits for filming on location and will secure all talent for the filming. Delivery, Review, and Payment The time frame for completion of Task 2 is within 6 months of the award of this contract. The contractor will submit a written draft Task 2 Report of the plan to the NIOSH Project Officer. NIOSH will provide comments on the draft report within 15 days. The contractor shall submit a final revised Task 2 Report incorporating/addressing the NIOSH comments. Once the final version of the Task 2 Report has been approved, the contractor will secure the locations and talent for the video sections of the training. The contractor will provide proof that the locations and talent have been secured and that any necessary permits have been obtained. The NIOSH project officer will review and confirm that the final plan is complete and that the locations, talent and permits have been secured. Upon acceptance of the final written plan included in the Task 2 Report and evidence that the locations, talent and permits have been secured, partial payment of 15% of the contract may be authorized. Task 3: Film video footage for the trench safety training. The contractor will be responsible for all aspects of the filming of the video sections of the trench safety training including, but not limited to, lighting, securing location and talent, videography, and directing. The filming of the video will take place at several sites identified in Task 2 above. All expenses related to the filming of the video including, but not limited to, travel, equipment, permits and talent are the responsibility of the contractor. NIOSH researchers are responsible for their own travel expenses. While location and number of sites will be determined in Task 2 of this contract, they will be in the continental United States and will not exceed three trips or a total of eight full days of work (excluding travel). Likewise, the number of people to be interviewed on film for the trench safety training will be determined in Task 1 but will not exceed one professional actor to act as an on-screen host and no more than five individuals from the community such as a trench worker, EMT, or occupational safety professional. Delivery, Review, and Payment The time frame for completion of Task 3 is within 9 months of the award of this contract. The contractor will present NIOSH with a digital copy of all footage shot for the video sections of the CD-ROM. The NIOSH project officer will review the footage and confirm that the footage conforms to the storyboard, script and film plan developed in Tasks 1 and 2. Upon acceptance of the footage, partial payment of 15% of the contract may be authorized. Task 4: Produce an interactive and non-interactive version of a Spanish language trench safety. In accordance with the storyboard, script and time limitations defined in Task 1, the contractor will produce a 40 minute interactive version of the Spanish language trench safety CD-ROM. The contractor will be responsible for all aspects of the production of the training including, but not limited to, animation, interactive exercises, editing, programming, and post-production. Specifically the contractor will be responsible for editing all video footage from Task 3 to conform to the storyboard and script developed in Task 1. The contractor is also responsible for creating any required animation and interactive exercises called for by the storyboard and script. Special attention will be paid to ensuring that the interactive sections of the product are tailored for the target population. The contractor will test each interactive section at least twice with a minimum of five members of the target audience per iteration using methods developed in conjunction with the NIOSH research team. The contractor will be responsible for all components of the testing including, but not limited to, recruiting, facilitating, and reporting the findings. After each iteration and testing, modifications will be made to the interactive sections to incorporate the feedback of the Hispanic immigrants and the NIOSH research team. The initial goal is to produce an interactive training format that can be used on a computer workstation, allowing the user to navigate through multiple screens within a hierarchy. Interactive features that may be incorporated into the product include periodic information quizzes, clicking icons for more information, etc., in accordance with the storyboard created in Task 1. The contractor will also produce non interactive sections covering the same material as the interactive sections in accordance with the storyboard and script in Task 1. The comparable non-interactive version of the trench safety training must be able to be distributed on a DVD and downloaded from the internet and played using standard software for both PC and Apple computers. The contractor is also responsible for post-production of the interactive CD-ROM and non-interactive DVD including Spanish and English subtitles, full Spanish language narration of the training (that can be turned on and off) and any additional necessary measures to assure compliance with Federal Section 508 regulations. In addition, the contractor will also provide a cover design for the CD-ROM product and DVD product Delivery, Review, and Payment The time frame for completion of task 4 is within 12 months of the award of this contract. The contractor will submit drafts of both the interactive and non-interactive version of the product and the draft cover design to the NIOSH Project Officer. NIOSH will provide comments on both versions within 30 days. The contractor shall submit final drafts of interactive and non-interactive version and the cover design incorporating/addressing NIOSH comments. The NIOSH Project Officer will review and confirm that the draft versions address the comments provided and conform to the script, storyboard and time limitation stipulated in Task 1 of the project. Upon acceptance of the final draft versions and cover design, partial payment of 30% of the contract may be authorized. **NIOSH researchers will submit the draft versions of the training created in Task 4 for official NIOSH review. The contract will be on hold during the review process. NIOSH review process usually takes approximately 3 months. NIOSH will notify the contractor when the review is complete and it is permissible to continue with the subsequent task in the contract. Task 5: Producing final interactive CD-ROM and non interactive DVD products. The contractor will produce final versions of both the interactive CD-ROM and non-interactive DVD product with the associated cover design that responds to feedback resulting from the NIOSH review process. Delivery, Review, and Payment The time frame for completion of task 5 is within 6 months from the completion of the NIOSH review process. The contractor will submit the draft versions of the final interactive CD-ROM and non-interactive DVD trench safety training products to the NIOSH Project Officer. NIOSH will provide comments on the products within 30 days. The contractor shall submit final versions of the interactive CD-ROM and non-interactive DVD trench safety training products incorporating/addressing the NIOSH comments. The NIOSH Project Officer will review and confirm that the final trench safety training products respond to the NIOSH comments. Upon acceptance of the final products, the NIOSH project officer will confirm completion of Task 5 and the contract as a whole so that the final payment for the balance of the contract is authorized. Description of End Products/Deliverables Task 1: Storyboard and script for the interactive CD-ROM and comparable non-interactive DVD version of trench safety training. Task 2: Plan and permits for filming footage for the trench safety training. Task 3: Video footage for the trench safety training. Task 4: Draft interactive CD-ROM and non-interactive DVD Spanish language trench safety training. Task 5: Final interactive CD-ROM and non interactive DVD Spanish language trench safety training. V. Reporting Schedule Task 1: Storyboard and script within 3 months of contract award date Task 2: Plan and permits for filming within 6 months of contract award date Task 3: Video footage within 9 months of contract award date Task 4: Draft versions of interactive and within 12 months of contract award date non-interactive training product Task 5: Final versions of the interactive within 6 months of completion of official and non-interactive training product NIOSH review VI. Special Considerations In order to ensure the quality of the product the contractor will have 1) at least 5 years experience filming and producing videos, 2) at least 5 years experience producing interactive computer based programs, 3) have at least 5 years experience designing educational interventions for low income Hispanic immigrant workers, 4) experience producing interactive computer based programs for Hispanic immigrant workers with limited computer experience, and 5) must demonstrate the language capacity to develop the script, from scratch, in a Spanish vernacular that is understood by indiviudals from Mexico and Central America with limited formal education.
