Description
The Iowa Army National Guard intends to issue a Request for Proposal (RFP) to award three, firm fixed-price contracts for the design and construction (design-build) of Project BRAC, Number 64852, Title: Armed Forces Readiness Center Complex at Muscatine; Project BRAC, Number 64767, Title: Armed Forces Readiness Center Complex at Middletown; Project BRAC, Number 64764, Title: Armed Forces Readiness Center Complex at Cedar Rapids. Work will consist of but is not limited to the design, permitting, site preparation, construction and commissioning of the facilities in accordance with the RFP documents and approved design. This solicitation is issued under Request for Proposal (RFP) number W912LP-09-R-0004. These projects will combine the Army National Guard and Army Reserve units into joint facilities at each location. Scope of work for the Muscatine AFRC project includes but is not limited to the design and construction of a one-story facility consisting of an assembly hall, offices, classrooms, kitchen, latrines, and storage areas, to be constructed on a 26 acre site adjacent to the Muscatine, Iowa airport. The approximate size of the building is 36,800 SF. Supporting facilities include a fenced military parking area and a privately-owned vehicle parking area, aprons, curbs, sidewalks and access roads totaling approximately 5,200 SY of concrete. Finish work to include landscaping, seeding, and sodding as required. Scope of work for the Middletown AFRC project includes but is not limited to the design and construction of a one or two-story facility consisting of a readiness center and a maintenance facility. The readiness center consists of an assembly hall, offices, classrooms, kitchen, latrines, and storage areas, and the maintenance facility consists of offices, tool and parts rooms, specialized storage areas for batteries and hazardous materials, general purpose maintenance bays and a wash bay to be constructed on a 26 acre site adjacent to the Iowa Army Ammunition Plant in Middletown, Iowa. The approximate size of the readiness center is 47,000 SF and the maintenance facility is 27,000 SF. Supporting facilities include a fenced military parking area and a privately-owned vehicle parking area, aprons, curbs, sidewalks and access roads totaling approximately 23,000 SY of concrete. The project also includes a loading ramp and a 4,000-gallon underground fuel storage system with containment and dispensing system. Finish work to include landscaping, seeding, and sodding as required. The Government identified option for this project would be to provide up to three additional general work bays within the Army National Guard maintenance facility. Scope of work for the Cedar Rapids AFRC project includes but is not limited to the design and construction of a one or two-story facility consisting of a readiness center and a maintenance facility. The readiness center consists of an assembly hall, offices, classrooms, kitchen, latrines, and storage areas, and the maintenance facility consists of offices, tool and parts rooms, specialized storage areas for batteries and hazardous materials, general purpose maintenance bays and a wash bay to be constructed on a 26 acre site adjacent to the Iowa Army Ammunition Plant in Middletown, Iowa. The approximate size of the readiness center is 121,000 SF and the maintenance facility is 56,500 SF. Supporting facilities include a fenced military parking area and a privately-owned vehicle parking area, aprons, curbs, sidewalks and access roads totaling approximately 55,400 SY of concrete. The project also includes a loading ramp and a 4,000-gallon underground fuel storage system with containment and dispensing system. Finish work to include landscaping, seeding, and sodding as required. The Government identified option for this project would be to provide up to two additional general work bays within the Army National Guard maintenance facility. The anticipated contract performance period for design and construction of the three separate projects is Muscatine 450 calendar days, Middletown 720 calendar days, and Cedar Rapids 720 calendar days after receipt of Notice to Proceed (NTP). The estimated price range of the three separate projects is Muscatine between $5,000,000 and $10,000,000, Middletown between $10,000,000 and $25,000,000, and Cedar Rapids between $25,000,000 and $100,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on/about 13 August 2009. Phase One proposal closing date is on/about 14 September 2009. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3. Phase One evaluation factors include, but are not limited to the offeror and offerors team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select a minimum of two, but not more than five, of the highest rated contractors for each project location to advance to Phase Two. The Iowa Army National will use one joint solicitation for phase one, but plans on issuing three separate phase two solicitations, one for each location. The Phase Two evaluation factors include but are not limited to, Price, Technical Data Requirements, Management Plans and a comprehensive Design and Construction Schedule. The Muscatine AFRC project is being solicited as a Small Business set-aside. The Middletown AFRC and Cedar Rapids AFRC projects are being solicited as unrestricted. Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable to the Middletown and Cedar Rapids projects. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $33.5 million. A Small Business subcontracting plan will be required of a large business offeror who is selected to propose in Phase Two and must be submitted with the Phase Two offer. There will be a Pre-proposal Conference on 19 August 2009 at Camp Dodge in Johnston, Iowa. Interested contractors are encouraged to attend. The solicitation package will be issued via the web only. All contractors and subcontractors interested in this project must register at the site. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database.
