Description
Daktronics, Inc. approved and signed justification for sole source. The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado, intends to award a sole source, firm fixed price purchase order to Daktronics, Inc for a scoreboard to match existing equipment, specifically for the USAFA Water Polo Arena. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular2005-35, 14 July 2009. The North American Industrial Classification System (NAICS) number is 339950 and the size standard is 500 employees. This synopsis is for information purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Delivery is to be made to the Athletic Department, U.S. Air Force Academy. FOB: Destination. Extensive research has been done to locate alternative sources for water polo scoreboards. It is required that shot clocks are interactive with the display board to show data and statistics. Daktronics is the only manufacturer that can provide a digital scoreboard system and electronic message display that are able to interface with each other to show the data and statistics required. The Daktronics, Inc. system used is the following: 1 Water Polo Scoreboard WP-2101-13 1 SportStar 20mm RGB LED Matrix Display SS- 16x128-20i-RGB-9 2 Water Polo Shot Clock Package Installation: Water Polo Scoreboard, Led Matrix Display and Shot Clocks. It is imperative that all scoreboards have the same operating systems so that users do not have to be trained on multiple systems. In the instance of a control console failure, a replacement could be found at another venue for immediate use, thereby avoiding any interruption to the athletic contest. It is also imperative that uniformity exists across all AD scoreboards for the purposes of spare part inventories. Going with multiple vendors will force AD to maintain and store multiple stocks of replacement parts which will rob AD of economies of scale as well as additional storage space. It is also absolutely imperative that components such as TOL and shot times are included on the scoreboards. That data is required for the contest to take place. Not including that information would be in direct violation of the NCAA manual for athletic contests. All qualified sources may submit a response, which if timely received, will be considered by this agency. Responses need to provide evidence the offeror can either provide an equal product or they are an authorized distributor/wholesaler for Daktronics Water Polo scoreboard WP-2101-13 and 2 Water Polo Shot Clock Package. Any offerors believing they can provide an equal product that meets all the features and functionality of the scoreboard characteristics may provide evidence for consideration. Evidence must support the offerors claim. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a brand name or equal procurement can be conducted and/or a competitive procurement can be conducted. A determination that equal products exist or a determination to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received by 1200 pm MST on 30 July 2009. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
