- The Department of Commerce, National Institute of Standards and Technology (NIST), Gaithersburg, MD Acquisition Management Division Office intends to replace existing condenser and chilled water valves, pneumatic valve actuators, and the electro-pneumatic positioner within the Steam and Chilled Water Generation Plant (S&CWGP), Building 302. The contractor shall provide on-site technical assistance to the Government and other contractors in making final adjustments and set-points for optimal valve performance once the valves, actuators and/or positioners are installed. The solicitation will be issued on or about July 29, 2009, with an award anticipated by August 28, 2009. No pre-proposal conference will be held. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. Source selection will be made using the best value, lowest price technically acceptable process (FAR 15.101-2). The Government will not pay for any information solicited. Offers that do not meet ALL the requirements or are not submitted within the allotted time will not be considered. All contractors doing business with the Federal Government are required to be registered with the Central Contractor Registry (CCR) and the On-Line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun and Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun and Bradstreet at 800-234-3867 or on line at https://www.dnb.com and opening "get a D&B D-U-N-S number". The associated North American Industrial Classification System (NAICS) code for this procurement is 332911 with a small business size standard of 500 employees. This acquisition is 100% small business set-aside. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the DISTRIBUTOR AND THE MANUFACTURER MUST QUALIFY AS A SMALL BUSINESS under the NAICS code 332911. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list.
