Description
RECOVERY ACT-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS BEING PROCURED THROUGH AN 8(A) DIRECT AWARD. THIS IS NOT A REQUEST FOR PROPOSALS OR REQUEST FOR INFORMATION The purpose of this contract is to acquire Information Technology and Project Management support services for Wide Area Network (WAN) Optimization or acceleration technology solutions under the recovery act initiatives.. Part of the approved American Recovery Reinvestment Act (ARRA) this project will ensure that adequate bandwidth is available to offices for electronic services and network applications. It will target an increase in network bandwidth for all SBA locations by augmenting current SBA infrastructure with high-speed networks and new technology to process all transactions digitally and securely. It will leverage independent investments and unites them with an enterprise-service backbone and state-of-the-art workflow engine riding atop a fast, reliable and high-capacity secure telecommunications network. These capabilities enable SBA to implement an enterprise-wide record and document management system with the capacity to meet data retention requirements, and to automate the submission of data to external stakeholders while improving data quality and information security. DESCRIPTION OF TASKS Telecommunication System\networks – This task area includes any services required to support hardware or technology specific selection, implementation and installation, pilot and technical evaluation. Including support to initiate and complete the end-to-end transmission of data through Wide Area Network (WAN) optimization or acceleration technologies. Specifically, the selection of optimization or acceleration technology and vendor, a SBA site-to-site technical evaluation or pilot, and if deemed successful, based on predetermined metrics or evaluation criteria, a full agency wide deployment of this technology to all selected SBA offices interconnected via the SBA WAN. The contractor selected technology must provide for a secure network computing environment and ensure the security of data residing on the selected devices. The selected technology should support improving the throughput of applications and associated data across the enterprise, such as file transfers, Microsoft Exchange E-mail and SharePoint operations, and file backup, while reducing existing circuit bandwidth utilization. Data patterns may also include the end-to-end transmission of voice, data and video traffic. The selected WAN optimization product should leverage compression and caching services to maximize bandwidth utilization and expedite enterprise traffic. A detailed list of the services expected to complete the WAN optimization project are outlined below. Pilot Deployment, Installation and Acceptance – This service area includes all activities associated with the pilot implementation, installation and acceptance of the optimized network. The pilot will be conducted between two SBA sites to validate the functionality of the vendor selected bandwidth optimization product. During installation it includes providing support through the configuration, administration, and operation of the selected technology. It results in the delivery of requested operational services, manuals and products associated with the implemented network components. Full Deployment, Installation and Acceptance – This service area includes all activities associated with the full agency wide implementation, installation and acceptance of the optimized network. During installation it includes providing support through the configuration, administration, and operation of the selected technology. It results in the delivery of all requested operational services, manuals and products associated with the implemented network components. It includes optional vendor provided support for installed hardware and use, such as four hour on site technical support (parts and labor), or next business day support, and/or phone support. SBA will select the support option that best fits its business requirements. Testing – This service area includes all activities required in establishing test and verification actions to ensure network integrity and that the installed network meets operation and functional requirements; conducting network testing to validate and report on the optimized networks capabilities. Activities for this task area will be included in subtask 4.1.1, and if executed, 4.1.2. Training – This service area includes all activities required to support training of select SBA support staff in the deployed network’s configuration, administration, functionality and maintenance. The support staff receives comprehensive training in the operation of the implemented networks full functionality. Staff training should include formal instruction on the use of all task implemented hardware and software. Documentation – This service area includes delivery of all documentation, including manuals, e.g., operations, system, network or maintenance, use and training, and plans, e.g., system\network integration and site implementation plans. IT Management Support – This task area includes all activities required to effectively and efficiently support the delivery of task orders in the task areas of this package. Project Management Support– This subtask area includes all activities required to provide project management support for all issued task order(s). The objective of this task is to ensure that all task orders are properly planned, executed, controlled to achieve cost, schedule, and quality objectives. It includes strategic planning, risk management planning, earned value management, communication planning, tactical planning, scheduling, financial planning and management, quality management and risk management including the risk register, as well as all other aspects of project management for specific tasks. Communication of status of the tasks is a critical element of this task area. Activities for this task area will be included in each issued task area.
