Description
AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT The U.S. Fish and Wildlife Service, Region 8 office in Portland, Oregon has a requirement for a contractor to apply a minimum of 1,600 tons of -AB road gravel (e.g., approximately 64 loads at approximately 25 tons per load) to the "A-Canal Extension" road at the San Luis NWR. This Refuge road is approximately 2 miles long and 12 feet wide. Gravel will be deposited along the entire length of road to a depth of 6 to 6-1/2 inches (un-compacted); which is roughly equal to 4 inches of compacted gravel. The material will be -AB road gravel comprised of a blend of fractured stone, sand, and fines with some clay content and no recycled asphalt content. The gravel will be deposited along the entire length of the 2-mile road via belly/bottom-dump truck applying a low windrow of gravel, or like; to allow continuous uninterrupted hauling and deposition. All work to be performed shall be at the San Luis Unit of the San Luis National Wildlife Refuge in Merced County, California. Basis for award will be Lowest Price Quote. Pricing shall be f.o.b. destination to the San Luis National Wildlife Refuge, U.S. Fish and Wildlife Service, Los Banos, California. Supply, Deliver, and Spread of gravel shall begin (approximate) August/September 2009. Solicitation no. 80181RQ398 to include all attachments will be made available by August 7, 2009 (approximate) and will only be available electronically through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at www.fedbizopps.gov or www.nbc.gov. The solicitation response date (which has not currently been determined) will be at 3:00 PM (PDT). No further notice will be posted on FedBizOpps. Interested contractors must be registered in Representations and Certifications (ORCA) www.bpn.gov. Period of performance is 30 calendar days (approximate) from the award date on the purchase order. NOTE: This solicitation will be 100% set-aside (restricted competition) for Small Business concerns. Quotes will only be accepted by qualified contractors. The associated North American Industry Classification System Code (NAICS) code for this acquisition is 423320, Federal Supply Code (FSC) is 5610, and small business size standard is 100 employees.
