Description
R09PS20099The Bureau of Reclamation Mid Pacific Region intends to issue a Request for Quote for a firm fixed-price contract providing one Acoustic Doppler Current Profiler(ADCP) F.O.B. Destination. More specific requirements are listed below. The ADCP will be delivered F.O.B destination to Klamath Basin Area Office Bureau of Reclamation, 6600 Washburn Way, Klamath Falls OR 97603-9365. The NAICS Code is: 334513. This procurement is 100% Small Business Set Aside. Solicitation R09PS20099 will be posted to http://ideasec.nbc.gov on or about 29 July 2009. The date for receipt of proposals will be no later than 04 August 09 4 PM Pacific Standard Time. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Questions concerning this solicitation should be directed to Charles Jacobs at cjacobs@usbr.gov. ____________________________________________Additional Requirement Details: Specifications for Acoustic Doppler Current Profiler (ADCP)"Ability to measure water depth from 0.20m to 80m with a 0.5MHz acoustic signal"Ability to measure water depth with an accuracy of 1% of the total depth or less"Ability to measure water depth with a resolution of 0.001m or less"Ability to measure water velocity in a range of water depths from 0.06m to 30m under continuous operation during the collection of a single discharge measurement"Ability to measure water velocity from -20m/s to +20m/s"Ability to measure water velocity with a resolution of 0.001m/s or less"Ability to measure water velocity with an accuracy of +/-0.2cm/s or +/-0.25% of the measured velocity"Ability for ADCP to use at least 128 cells for a velocity measurement"The ADCP must have the ability to automatically adjust the sensor's acoustic frequency from 3.0MHz to 1.0MHZ and from 1.0MHZ to 3.0MHz under continuous operation during the collection of a single discharge measurement to utilize the most appropriate frequency based on the water depth"Ability to store at least 8GB of data internally within the ADCP"Ability to collect and process data internally within the ADCP so the ADCP will continue to collect and process data if the wireless radio communication is interrupted"Ability to process the velocity data and compute discharge measurement internally within the ADCP"Ability to conduct a discharge measurement using bottom tracking technology over a range of depths from 0.3m to 30m"Ability to conduct a discharge measurement using Real Time Kinematic (RTK) GPS technology over a range of depths from 0.3m to 80m"The ADCP must have an internal compass with a heading accuracy of +/- 2 degrees and pitch/roll accuracy of +/- 1 degree"The ADCP must come with a RS-232 communication and power cable that is at least 10m in length Specifications for Wireless Telemetry and RTK GPS Module"Ability to wirelessly control the ADCP by laptop and by handheld device (ex. cell phone, PDA, palm PC, etc) at a range of at least 200m and 60m, respectively"RTK GPS system must consist of a RTK GPS receiver for the floatable platform with an external GPS antenna and a RTK base station receiver with an external GPS antenna"The RTK GPS receiver for the floatable platform must have a 900MHz radio modem for communication with the RTK GPS base station"The RTK GPS system must have the ability to be accurate to 0.03m Specifications for Floatable Platform"A 24" floating platform capable of remaining steady at a water velocity of 5m/s must be provided for the ADCP"A protective carrying case must be provided for the floatable platform
