- The General Services Administration is requesting proposals for renewable energy certificates (RECs) for the Architect of the Capitol and possibly other Federal agencies to comply with Federal requirements. The successful offeror will deliver required RECs over a 10 year period. The solicitation requests pricing for a total of 40,000 MWhs of RECs per year delivered by September 30 of each year produced from renewable resources that became operational after January 1, 1999 and meet the definitions of the solicitation. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Supplier technical and price responses to the solicitation are due no later than 11:00 a.m. on September 1, 2009 at the Contracting Office address. Proposals may be faxed or emailed to the Contracting Officer per the solicitation due no later than 11:00 a.m. on September 1, 2009. This procurement is being conducted on an unrestricted basis.
