- RECOVERY--RECOVERY--The Fort Hood Directorate of Contracting intends to issue an Invitation for Bid (IFB) for the repairs to the BDE HQ Bldg 37005, 1/1 CD at Fort Hood, Texas. The result of this IFB will be a Firm-Fixed Price Construction contract. The closing date and time for submission of offers will be contained in the IFB package. This requirement is 100% set aside for Certified HUB-ZONE Business Concerns under NAICS 236220 (Size Standard $33.5 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. This project will be funded by American Recovery and Reinvestment Act Funds. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, version 4, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. The intent of this project is to convert Bldg 37005 from a dining facility to a Brigade Headquarters Building to be utilized as the 1/1 CD Operations. The renovation shall include, but is not limited to removal of all hazardous materials within the building; demolition of existing walls, floor tiles, ceiling tile and grid system, mechanical systems to include the HVAC (to include all ducting, air handling unit, and chiller), windows, doors, wood cabinets and wood shelving. Construct new architectural work on interior, replace complete HVAC systems to include air handling unit, pumps, and exhaust fans; replace complete plumbing systems to include drain piping, cold water piping, hot water piping, water closets, water closets, urinals, sinks; replace complete electrical systems to include new electrical panel boards, electrical metering, electrical conduit, boxes and electrical wiring; replace complete electrical lighting systems to include new electrical luminaries, switches, electrical motion sensors, conduit, boxes, electrical wiring; replace complete communications systems to include voice data/outlets, CAT 6 wiring, patch panels, conduit and boxes; replace Knox box, and fire extinguishers/cabinets. Install complete mass notification system. The Government has allocated 180 calendar days for completion all of the contract requirements. The solicitation will be issued on or about 9 Aug 09 under solicitation number W91151-09-B-0023 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/.
