- SOLICITATION NO. 301819B142 PROJECT TITLE: Shiawassee Auto Tour Route at Saginaw, MI PROJECT LOCATION: U.S. Fish & Wildlife Service Shiawassee National Wildlife Refuge Saginaw, Michigan PROJECT CONSISTS OF: The basic project consists of furnishing materials, labor, and equipment necessary for renovating and resurfacing the Auto Tour Route and associated parking lots. The work includes earth and site work, concrete work, observation decks, modular block retaining walls, wood curbing, installation of vehicle loops, electric gates (one solar), manual gates, and signage. Bid Option 1 consists of furnishing materials, labor, and equipment for renovating and resurfacing the parking lot and approach for the observation blind. This work includes earth and site work, concrete work, wood bumper railing, manual gates, signage and concrete culvert installation. Bid Option 2 consists of furnishing materials, labor, and equipment necessary for enlarging the existing rainwater garden, installing a spillway into a culvert which runs under the road and into the ditch on the other side. The work also includes lowering the ditch bottom by approximately 1.5 feet to allow flow from the pond. This work includes earth and site work, and culvert installation. ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. SOCIOECONOMIC PROGRAMS: This procurement is issued unrestricted under the Small Business Competitiveness Demonstration Program, Public Law 100-656, and is NOT set-aside exclusively for small business concerns. For information purposes, the North American Industry Classification Code (NAICS) is 237310, Highway, Street, and Bridge Construction with a size standard of $33.5 million. The Solicitation Package will be available via electronic commerce at http://ideasec.nbc.gov and http://www.fedbizopps.gov on or about August 10, 2009 with a Bid Opening occurring on or about September 14, 2009. The Solicitation Package will include the following: An itemized Bid Schedule, Scope of Work, Drawings, and Prevailing Wage Determination and Bid Bond Form. Please ensure you have a complete downloaded Solicitation Package before submitting your Bid. It is the Contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Bid.
