- 700th Contracting Squadron, Ramstein AB, Kaiserslautern Germany intends to negotiate a contract, on a sole source basis under authority of FAR 13.106-1 (b)(1), with All Star GmbH. The sole source determination is based on market research indicating only All Star is capable of performing all aspects of moving the contents of three housing facilities located on Vogelweh at buildings 867, 2126, 532 to building 859 on Ramstein AB, Germany. Statement of Work: Move contents of three housing facilities located on Vogelweh at buildings 867, 2126, 532 to building 859 on Ramstein AB, Germany. Items required to be moved include computer and telephone components and installed systems, master key systems, installed household appliances office supplies, office furniture, office shelving, office records, construction material, building maintenance supplies, vehicle tires, parts new and used, flammable liquids, hazardous waste, disassemble and remove office furniture, shelving, large quantities of household appliances crated, uncrated, new and used, clean facilities "broom clean", remove trash, debris, and other material not moved from facilities, pack at location, transport to new location, and unpack and re establish office areas, assemble and restock shelving, reinstall computer, telephone systems and components, reconnect appliances. Disassemble, disconnect, pack load, transport, reassemble reconnect, unpack, unload remove packing material, delivery and transportation included. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide service that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communication are not acceptable in response to this notice.
