Description
Project Scope: Construct various projects to support rotary wing aircraft at FOB Shank, Logar Province, Afghanistan. This project includes: "Rotary Wing Parking and Taxiways, Phase 2: Construct aviation parking ramp, lighting, and markings for rotary-wing aircraft at Shank Airfield. Pavements will provide parking spaces to support a CH-47 helicopter, taxiways, and drainage. "Aviation Hangar / Maintenance Facilities: Construct aircraft maintenance facilities to support helicopters, UAVs, and C-12s that will be located at Contingency Operating Base (COB) Shank. Primary facilities will consist of provisions for and the erection of ten (10) government furnished aviation hangars designed to maintain at a minimum CH-47 with eight (8) maintenance shops, two (2) admin/TOC facilities, concrete pavements, and storage area. The magnitude of this construction project is between $25,000,000.00 and $100,000,000.00 USD. The expected contract duration is three hundred and sixty (360) calendar days. Plans and Specifications: Will be posted on a File Transfer Program (FTP) web site for download. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-09-R-0080 is 07 Aug 2009. Tentative date for receipt of proposals is 08 Sep 2009. A pre proposal conference/site will be tentatively scheduled for 18 Aug 2009. Tentative date to award the contract is 30 Sep 2009.
