Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division, Boulder intends to negotiate, on a sole source basis under authority of FAR 13.106-1 (b)(1), with CAS Inc. for the design and construction of eighteen multimode fiber spool artifacts having rugged packaging and a demonstrated twenty year lifetime expectancy. Sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for the eighteen fiber artifacts which must have the following specifications: 1) contain both 300 and 600 meter lengths of 50/125 multimode graded-index fiber, 2) utilize fiber connector termination (quantity four) of the FC/PC design with low insertion loss (< 1 dB) optical finishing. Connector bulkheads (quantity four) on the exterior packaging should also be FC/PC design with zirconia ferrules, 3) the bulk of the 300 and 600 meter fiber lengths must be potted in a material (such as RTV) that is chemically, thermally, and shock insensitive. A 1 meter length on each end of each fiber should be packaged in durable 3 mm jacket and free of potting material to allow connector cleaning and replacement, 4) A rugged enclosure for the two fiber lengths must be used consisting of a metal box with wall thickness of at least 1/8" on all sides. The enclosure must use a welded construction that maximizes strength and minimizes the use of screws. Each enclosure should feature a carrying handle and have a permanently marked serial number, 5) the interior of the enclosure should have two chambers: one for the potted fiber and one for coiling and storage of the one meter lengths of jacketed fiber, 6) Total artifact dimensions (including handle) should not exceed 3.5" x 8" x 15". Based on market research, CAS, Inc. is the only vendor that can meet requirements. Delivery 90 days after receipt of order. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government.
