Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DY09R0002. This synopsis publicizes a proposed solicitation (request for proposal) for a small business set-aside competition. This acquisition is set-aside for small businesses under the authority of the Small Business set aside program per FAR Part 19. Any contract(s) resulting from the proposed solicitation is set-aside for small business concerns only. Offers from other than small business concerns will not be considered. This acquisition will include a minimum of four contract awards to small businesses. The US Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit competitive proposals on a restricted basis and award multiple indefinite delivery indefinite quantity contracts for engineering services in support of Electronic Security Services (ESS) program. This program may call for extensive domestic and international travel. This acquisition may also require the handling and generation of classified information. Personnel shall be able to obtain necessary security clearances. Description of the Requirement: The US Army requires world-wide Electronic Security Systems (ESS), security engineering, and/or Utility Monitoring and Control Systems (UMCS), and other related electronic systems engineering services. The following are typical tasks: the engineering services component shall provide services required for complex integrated ESS to include interior intrusion sensors, exterior intrusion sensors, automated entry control, surveillance Closed Circuit Television (CCTV), assessment CCTV, and alarm/video annunciation and control systems, as well as, investigation and testing of these systems. Other systems may include Fire Alarm Systems (FAS); Supervisory Control and Data Acquisition (SCADA) Systems; Heating, Ventilation and Air Conditioned (HVAC) Systems; Utility Monitoring and Control Systems (UMCS); Security Engineering and Other Electrical/Mechanical Design/Criteria Development; and Other Automated Control Systems. The engineer services contracts will be used to support these essential programs in areas such as cost estimating; preparing, reviewing and validating technical data; vulnerability assessments; force protection surveys; conducting site investigations; assessing field conditions; participating in factory/pre-delivery and field tests; inspecting equipment installations; providing program and project management support; training support; and other technical and programmatic support. Additionally, special equipment may be purchased as required for technical and program support. Incidental construction, procurement and installation of ESS or UMCS may be required to enable the execution of some types of support services. The resultant contracts will be Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts with one (1) base year and four (4) option years, if options are exercised. After the contracts are awarded, fixed price task orders will be awarded on an as-needed basis as requirements arise. Task orders exceeding $3,000.00 will be competed among the family contractors awarded under the multiple award task order contract (MATOC) per Section 803 of Public Law 107-107, FAR 16.505, and DFARS 216.505-70. The programmatic capacity over the five (5) year period is expected to be $9.5 Million (if the options are exercised). The total capacity will be distributed amongst all awardees in the MATOC pool. The solicitation will be made available to interested parties through the Federal Business Opportunities website at www.fedbizopps.gov, after the closing date of this synopsis. All responsible small business sources may submit a proposal which will be considered by the agency in accordance with the solicitation requirements. Significant evaluation factors for award are anticipated to include: Technical/Experience, Past Performance and Price. Awards are anticipated to be made in the first quarter of FY10.
