- This solicitation will result in the award of a Firm Fixed Price, 3 year Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the M16 Buttstock Kit, NSN: 1005-01-569-6938, Part Number 13023910. Proposals received in response to this solicitation will be evaluated using Best Value criteria. Evaluation criteria and additional requirements for proposal submission will be provided in the solicitation. The M16 Buttstock Kit will be manufactured to a Government Technical Data Package (TDP). Solicitation is issued requiring that the items be manufactured in the US and US Territories. The guaranteed minimum quantity is not to exceed 5,000 each with multiple awards. FOB is Destination. Estimated issue date for this solicitation is 06 August 2009. The response date provided above is only an estimate, actual response date will be provided in the solicitation. A License Agreement between Colts Manufacturing Company, Inc. and the US requires the items procured to be manufactured in the US and US Territories. Disclosure and use of the TDP are restricted by the Non-Disclosure and Non-Use Agreement that the offeror has executed prior to receipt of the TDP. The successful offeror under this solicitation agrees to manufacture the items, being procured under this contract, within the US and US Territories. A TDP will not be provided as part of the solicitation. To obtain a copy of the TDP, a prospective offeror must sign a non-disclosure agreement, which will be an attachment to the solicitation posted on the web after the solicitation has issued. After signature, the non-disclosure agreement should be faxed to (309)782-3813, ATTN: Barbara Abbas or emailed to Barbara.Abbas@us.army.mil. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. All or a part of this action is an unfunded FY09 requirement.
