- NASA/LaRC has a requirement for one (1) Miniature Integrated GPS/INS TacticalSystem and one (1) CMIG III Integration Kit.NASA/LaRC intends to purchase the items from NASA/LaRC intends to purchase the items fromSystron Donner Inertial to support the LaRC Doppler lidar system currently underdevelopment which will measure wind from aircraft and calculate the estimated windvelocities by using knowledge of the pointing direction of each fired laser pulse intothe atmosphere, despite typical roll, pitch, and yaw of the aircraft during flight. LaRCneeds the GPS/INS unit to provide the attitude of the lidar system with accuracy topermit the wind velocity calculations and laser pulse combining. It would takesubstantial duplication of resources and time for another source to provide similarunits, and this additional expense is not expected to be recovered through competition.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 24, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
