Description
The Federal Aviation Administration is conducting this Market Survey to determine the acquisition strategy for En Route Software Development Support services. These services are currently being performed through the En Route Software Development Support (ERSDS III) contract, see the attached scope of work. This contract will expire on September 30, 2009. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from all interested vendors. Small Business Firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The principle North American Industry Classification System (NAICS) code for this effort is 541990 - Engineering and Technical Services. Interested vendors responding to this Market Survey must submit capability statements to demonstrate experience in the following areas: 1) Support, test and analysis of International Civil Aviation Organization (ICAO) transitions (must have direct experience with automation interface updates with the Canadian Automated Air Traffic Control System (CAATS - Canada) and the Servicios a la Navegacion en el Espacio Aereo Mexicano (SENEAM - Mexico). 2) Operational and support software problem resolution for the Host Computer System (HCS). 3) Simulation Program and Simulation Generation Tool (SIM/SGET) creation and System Technical Release (STR) creation for specific En Route Automation Modernization (ERAM) sites (ZAB - Albuquerque, ZBW - Boston, ZOB - Cleveland, ZHU - Houston, ZLA - Los Angeles, ZMA - Miami, ZMP - Minneapolis, ZLC - Salt Lake, and ZSE - Seattle) 4) North American Common Coordination Interface Control Document (NAM/ICD) scenarios for specific ERAM sites (ZAB - Albuquerque, ZBW - Boston, ZOB - Cleveland, ZHU - Houston, ZLA - Los Angeles, ZMA - Miami, ZMP - Minneapolis, ZLC - Salt Lake, and ZSE - Seattle) 5) Digital Notice to Airmen (NOTAMS) analysis, data modeling, JAVA-based dynamic forms, and Test & Evaluation. 6) Experience and familiarity with HCS software architecture. 7) Experience and familiarity with ERAM computer system software architecture. 8) The ability to continue these on-going essential services, without interruption, and negative impact to the National Airspace System (NAS). The period of performance will be October 1, 2009 through September 30, 2010. The estimated value for this work is between $4,000,000 and $5,000,000. Responses must be limited to five (5) pages and if applicable include the Small Business Declaration Form (See Attached). The Business Declaration Form does not count towards the page count. All pages for the submission, with exception to the Business Declaration Form, must conform to the following format: Minimum 10 point font, 1 inch margins, single side, no foldouts and be on 8.5 x 11 paper. Preliminary inquiries to this market survey must be submitted, in writing, via e-mail. All responses to this market survey must be received, by August 5, 2009 @ 1PM, Eastern Standard Time.
