- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for the procurement the following:1.CLIN 0001(USN)/CLIN 0006(FMS): Production of SDR TWTs in accordance with a Statement of Work, NSWC Crane drawing number 6625287, Rev M and Specification WS-21223, Rev F. Minimum requirement is 0 each for US Navy and 1 each for FMS. Maximum quantity is 126 each for US Navy and 25 each for FMS.2.CLIN 0002(USN)/CLIN 0007(FMS): Evaluation for repair of SDR TWTs. Minimum of 0 each for both US Navy and FMS. Maximum quantity is 15 each for US Navy and 3 each for FMS. 3.CLIN 0003(USN)/CLIN 0008(FMS): Minor repair of the SDR TWT as defined in the SOW. Minimum quantity of 0 each for both US Navy and FMS. Maximum quantity of 25 for US Navy and 5 for FMS. 4.CLIN 0004(USN)/CLIN 0009(FMS): Major repair of the SDR TWT as defined in the SOW. Minimum quantity of 0 each for US Navy and FMS. Maximum quantity of 50 each for US Navy and 10 each for FMS. 5.CLIN 0005(USN)/CLIN 0010(FMS): Rebuild of SDR TWT as defined in the SOW. Minimum quantity of 0 each for US Navy and FMS. Maximum quantity of 75 each for US Navy and 20 each for FMS. The Government anticipates award of a non-commercial, firm fixed price, 5 year Indefinite Delivery Indefinite Quantity contract with delivery no earlier than 270 days after contract award. As the SDR TWTs are determined to be non-commercial items FAR Part 12 will not be utilized for this procurement. Anticipated delivery will be FOB Destination, NSWC Crane Division, Crane, IN 47522. Inspection and acceptance is anticipated to be at origin. Solicitation N00164-09-R-GR53 will be issued on a sole source basis under the authority of FAR 6.302-1 to Communications and Power Industries Inc, Traveling Wave Technology Division, 811 Hansen Way, Palo Alto, CA. Interested persons may submit a capability statement or proposal which shall be considered by the Agency. However, all capability statements/proposals received within forty five days after publication of this synopsis will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The drawings and specifications are limited distribution (Distribution D) and will not be made available unless approval is granted. All responsible sources may submit an offer which shall be considered by this agency. Offers must be submitted in the format specified in the solicitation to be considered. It is the responsibility of Offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
