- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate on a sole source basis with Operational Security Systems Inc. under the authority of FAR 6.302 for the procurement of Security System Installation with Casi Rusco Card Readers access control system for elevator. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The sole source is to modify the existing product to require card access to the 3rd and 4th Floors. Award will be based on meeting the specifications listed and it will be on an All or None basis. This procurement utilizes the simplified acquisition procedures under FAR subpart 13.5. The following provisions and clauses are incorporated by reference: 52.212-1, Instructions to Offerors—Commercial Items; 52.212-3, Offeror Representations and Certifications—Commercial Items; 52.212-4, Contract Terms and Conditions—Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. No entity on the Excluded Parties List System will be considered. Contractors must be registered in the Central Contractor Registration database (http://www.ccr.gov) to be considered for award. This procurement is an all or none buy. The closing date is at 4:00 pm standard eastern local time. Description of Services (1) Replace four (4) 20” monitors from the third floor and remove three (w) 20” monitors from the fourth floor and deliver to ATF located at 2600 Century Pkwy.; Atlanta, GA. (2). Provide and install seven (7) Tote Vision LCD2600HD 26” LCD monitors in place of the 20” monitors that were removed. These monitors will keep the same multi-screen view. (3) Provide and install (7) Peerless ST640P Wall mounts with tilt to mount the new larger monitors. (4) Labor, programming, wire, harware, connectors, etc. All work must be performed during normal business hours 8:00am-4:30pm All questions/inquiries must be submitted to the contract officer via electronic mail (e-mail) not later than 3:00 PM EST on July 23, 2009.
