Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to SeqWright DNA Technology Services, 2575 W. Bellfort, Houston, TX 77054, for the services as outlined below: The reference number NHLBI-PB-(HL)-2009-232-DDC. Background Information The Laboratory of Developmental Biology, (LDB) Congenital heart disease section intends to use NimbleGen Sequence capture microarrays to capture and enrich selected genomic DNA for sequencing analysis for identifying the genetic basis for human congenital heart disease, such as in Ebstein’s anomaly. The NimbleGen microarrays are custom microarrays that can only be processed using specialized equipment and with highly stringent technical training. SeqWright is a NimbleGen authorized service provider that can undertake this processing. SeqWright be applied to enrich human genomic DNA for targeting the analysis of genes that are likely involved in congenital heart disease. Purpose and Objectives The purpose and objective of this procurement is to obtain enrichment of genomic DNA using custom microarrays from NimbleGen designed specifically to recover genes that are likely to play a role in human congenital heart disease. With the recovery of genomic DNA fro the NimbleGen sequence capture array, it will be possible obtain sequence data for mega base quantities of human genomic DNA. Contract Requirement The vendor will use the DNA supplied by the Laboratory of Developmental Biology to chip the microarrays and process them to recover the desired human DNA targeted by the probes on the sequence capture array. The vendor will further amplify the DNA of interest and supply the amplified human DNA ready to be sequenced. The vendor will use all the standard techniques developed by NimbleGen and will be a NimbleGen authorized service provider. Government Requirements Government will provide DNA and NimbleGen sequence capture arrays and will receive the amplified enriched human DNA as specified by the Government agency. We will use the amplified human DNA and carry out sequencing to ascertain the sequence content of the recovered human DNA. Reporting Requirements SeqWright will deliver all the material along with qualitative and quantitative data on the samples recovered from the sequence capture array. Progress report will be provided by the vendor as each step of the sequence capture procedure is completed, so that there will be reasonable notification of the progress of the project. Program management and control requirement The vendor will use all standard equipment and protocol developed by NimbleGen and there will be no new technologies to be developed. Inspection and acceptance The materials to be obtained at the end of the project will be tested in the Laboratory of Developmental Biology of quality. Also all reports from the vendor will be inspected to make sure that work was done to the Government’s satisfaction. Period of performance: The proposed period of performance for this service is approximately two (2) - three (3) months. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Clinical Center Building 10 Room 6C103A, Bethesda, Maryland 20892. The sole source determination is based on the fact that the Laboratory of Developmental Biology, Congenital Heart Disease section is using the NimbleGen sequence to capture an order to analyze the genetic basis for congenital heart disease, such as Ebestin’s anomaly. At present the laboratory staff has the microarrays for the analysis of these human patient samples. The NHLBI laboratory does not have the capacity to process the microarrays. Therefore, it is a necessity that SeqWright DNA Technology Services complete the custom services of the microarrays at their location. Industry Classification (NAICS) Code is 541380 Testing Laboratories, and the size standard $12.0M. The small business set-aside does apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement, within five (5) calendar days from publication date of this synopsis or by July 27, 2009 at 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2009-232-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Response may be submitted electronically to coulterd@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
