Description
The General Services Administration (GSA) New England is seeking Small Businesses qualified and certified for asbestos and lead abatement at the St. Albans Federal Building in St. Albans, VT to provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as a Small Business Set-aside. The estimated cost range is between $100,000 and $250,000. The NAICS code for this service is 562910. The Small Business Size standard is $14 MILLION. The renovation project includes disturbance of asbestos containing materials and lead- based paint. Therefore, the work shall be considered an asbestos abatement project in accord­ance with the Vermont Regulations for Asbestos Control (VRAC) and a lead abatement project in accordance with the Vermont Regulations for Lead Control (VRLC). The Approximate Inventory of Asbestos Materials to be removed is estimated to be about 7,200 Square Feet of Vinyl Asbestos Tile and 111 linear feet of Mudded Pipe Joints Insulation. Currently accessible asbestos materials which are known to be present within the designated work area and shall be removed by the Contractor. The Report of Lead-Based Paint Inspection provides a description of the locations of lead-based paint on building components within the work area. There are approximately 41 windows, 31 doors, 41 openings and 23 radiators. Work will include the removal of all lead paint from the window casings, door casings, openings, and radiators. They will be primed and repainted. The contractor shall also be required to stabilize, prime deteriorating paint on designated walls and ceilings. The contractor will be required to remove some plaster walls and ceilings. Contractor will stabilize and paint deteriorating paint on duct work. Contractor shall be responsible for compliance with all applicable Federal, State and Local regulations, including newly promulgated regulations which may become applicable during the course of the bid process and during performance of the Project. The most recent addition of an applicable regulation shall be in effect. Where conflict exists between applicable regulations or within this Project Manual, the most stringent requirement shall be in effect. Please respond to the following questions by 4:00PM on July 30, 2009. Failure to answer any of these questions may result in your firm not being considered as part of this market research. 1. Identify past experience which demonstrates that your firm is qualified to perform this type of work. 2. Identify any past experience with this type of project in the Vermont area. 3. If this procurement is a Small Business set aside, will your firm submit an offer? Submitted documentation will be utilized solely for the purpose of determining the responsibility status of the respondent firms. This notice of intent is for the purpose of determining the availability of Contractors and not a request for competitive proposals. A Request for Proposal for this requirement will be determined at a later date.
