Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Coherent Laser Group, 5100 Patrick Henry Dr., Santa Clara, CA 95054. The reference number NHLBI-PB-(HL)-2009-241-DDC. The items to be purchase are: 1.P/N 1154753, Sapphire 488-100 CW CDRH Laser System RoHS, quantity one (1) each 2.P/N 1162888, Sapphire 561-150 CW CDH Laser System, quantity one (1) each 3.P/N 56488, Sapphire LP Heatsink; Sapphire optional Heatsink (with fan) for the laser head. The DC input power to drive the fan is provided via a cable (included) to be connected to the laser head. The Heatsink features mounting holes for optical tables., quantity two (2) each 4.P/N 1142279, System Cube 405-100 circular: 405nm: 100mW, quantity one (1) each 5.P/N 1150205, System Cube 640-100 circular: 640nm: 100nW, quantity one (1) each 6.P/N 1073840, Assembly: Heat Sink: Accessory: Cube, quantity two (2) each The Government=s estimated expected delivery date is 6 weeks after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact that the Laboratory of Cell and Tissue Morphodynamics is studying the dynamics of single molecules of integrin in living cells. These experiments require a visible continuous wave laser system operating at 488nm and 561nm Solid State Laser system. The Systems must be sealed to prevent dust/debris from entering the optical cavity. The Laser Head must not required any user – or service engineer adjustment of its optical components, must not suffer any damage in case of power outages, the power supply must be RS-232 computer controllable, such that all laser operating parameters can be read/set using a PC compatible computer, the system shall have a switch closure safety interlock independent of the 110 VAC line power required by the laser power supply, and must be CDRH compliant. The UV Diode Laser system requires the following; a visible near UV laser system capable of operating in both continuous wave (constant) mode and modulated (both analog and/or digital) mode. This requirement is under the North American Industry Classification System (NAICS) Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees. The Small Business Set-Aside does not apply. Market research conducted by the Government has determined that similar Laser Systems are manufactured in sufficient quantities by at least two (2) manufacturers which confirm the commercial market. Also the market research conducted has determined that there is no reasonable expectation of receiving offers from two (2) or more small businesses. One small business was contacted but does not meet the Government minimum requirements. The delivery and acceptance is F.O. B. Point is Bethesda, Maryland. Proposals are due July 31, 2009 by 7:30 a.m. local time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Government=s requirements. The offerors must submit written descriptive literature of the product in their proposal, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offeror=s proposal=s must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and certification of business size of the company. The offeror must also register in the Government=s Contractor Registry System. Note: www.ccr.gov. The proposal must reference ASolicitation number@ NHLBI-PB-(HL)-2009-241-DDC. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National, Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter. Response may be submitted electronically to coulterd@nhlbi.nih.gov. Faxes are not acceptable. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
