- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National American Industry Classification Code is 336212 with a Business Size Standard of 500 employees. All responsible sources may submit a quote which shall be considered. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm-fixed price purchase of a conex trailer. The trailer must meet the following minimum specifications: 1) Capable of carrying a loaded office conex, 2) 53 feet length, 3) overall width 102 inches, 4) deck height of 34", 5) deck length 44 feet, 6) main beam, 12 inches at 26 lbs high tensile steel, 7) side rail locking pins eight (8) to lock down one 40 foot office conex or two 20 foot office conexes, 8) side rail ½ inch thick, 4 inches tall and 8 inches wide, 9) center of deck to be 1 ¼ inch hardwood, 10) tilt angle of no more than ten degrees, with hydraulics and engine contained on the trailer, 11) trailer weight of no more than 17,000 lbs, 12) full width rear ICC bumper, 13) 25,000 lb capacity hydraulic with chain drive delivery system with pusher bar, corner casting chain and lead off chain self contained on trailer, with hydraulics and engine contained on the trailer, (NOTE: items 10 and 13 may operate from the same engine). 14) two 22,500 capacity axles, 15) air brakes ABS on both axles, 16) air suspension, 17) wireless remote to operate trailer, 18) mounted tool box, 19) spare tire/rim, 20) 5 th wheel king pin hitch with standard pin setting, 21) warranty of five years structural on trailer, three years on axles and hydraulics, and two years on winch, 22) straps and ratchets for one 40 foot and two 20 foot conexes, 23) LED recessed tail lights. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information not identified in the quotation and reasonably available to the purchasing activity. To ensure that sufficient information is available the vendor must furnish as a part of his/her quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics. Vendor must identify all terms and conditions of their warranties. Delivery of the items shall be 90 days after receipt of order. The FOB point shall be identified by the seller. Quotes must include shipping cost if applicable. Offerors must agree to hold prices firm for thirty (30) days. All quotes shall be submitted to FBI Academy, ERF, Building 27958A, Quantico, VA 22135, Attn: Gary Hopkins, no later than 1:00 PM, EST, 12 August 2009. Quotes must clearly be marked with RFQ E008897. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The provisions at 52.212-1, Instructions to Offerors - Commercial; and 52.212-2, Evaluation - Commercial Items, are applicable. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items; and, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Addendum to 52.212-1 Modify: (b) Submission from offer(s) is to read as follows: Submit signed and dated offer(s) to the attention of Mr. Gary W. Hopkins, Contracting Officer, at FBI, RFQ E008897, ERF, Building 27958A, Quantico, VA 22135. Clause 52.212-4, add 52.233-2 Service of Protest (AUG 1996), 52.233-3 Protest After Award (AUG 1996), Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN1998), and 2852.201-70 Contracting Officers Technical Representative (COTR) (JAN 1985). Addendum to Clause 52.252-5 Authorized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Addendum to 52.212-2 (a) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Past Performance will be based on telephonic performance evaluations received from previous contracts provided in the quote. The evaluation of this RFQ will be in accordance with Parts 12, 13, and 15 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
