Description
This notice is issued by the NASA/ARC to post a draft Statement of Work via theinternet, and solicit responses from interested parties. This document is forinformation and planning purposes and to allow industry the opportunity to verifyreasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Brenda Hessat brenda.k.hess@nasa.gov, no later than August 13, 2009. When responding referenceNNA10301939L and follow the additional instructions provided below.NASA /ARC is hereby soliciting information about potential sources for Ames ConsolidatedInformation Technology Services (ACITS) 3. The Office of the Director of InformationTechnology Directorate (Code I) at NASA/ARC provides support to ARC via four divisions: Product & Services Integration Development, Information Technology (IT) Operations,External Projects, and IT Security. This procurement is for providing contractor supportto the IT directorates mission functions, to include IT systems and facilities support;network and communication systems and support; business systems and support; scientificcomputing systems and support; and outreach and informational systems and support. Mission success requires the combined effort of, and extensive interaction between, NASAand the Contractor. The work described in the Description of Services will beaccomplished through a collaborative effort between NASA and the Contractor. TheContractor will be responsible for determining the type of skills and skill mix, andmaterials required to provide their portion of services. The Contractor will also beresponsible for managing its resources to achieve the desired outcomes. The Contractorshall provide labor and materials as required to provide the services and outcomes. Although the majority of work will be performed at Ames Research Center, Moffett Field,California, temporary duty at other NASA centers, and other locations as specified byNASA, may be required. In addition, the contractor may be required to travel to otherdomestic and international facilities and locations. Support requirements span multipleDirectorates at ARC, other NASA Centers and NASA Headquarters, as well as other federalorganizations and agencies, and related organizations.This procurement is a follow-on requirement. The current ACITS 2 cost-plus-fixed-feecontract number is NNA08AF13C, with Perot Systems Government Services, Inc. as a CostPlus Fixed Fee contract with a 13-month base period and one 4-month option. The follow-on will continued to be performed at Ames Research Center (ARC),Moffett Field, California. In this synopsis, NASA ARC is soliciting information aboutpotential sources and preferred contracting approaches for the above services. Once the acquisition strategy is finalized, a presolicitation synopsis will replace thissynopsis and will include the latest Interested Parties listing. PURPOSE OF THIS SYNOPSIS This notice has two purposes: 1) To request information on capabilities of potential offerors to provide the servicesin order to determine if this will be a small business set-aside. Information received asa result of this notice will be considered by the Government and used for acquisitionplanning purposes only. Please note, a decision to set-aside this requirement for smallbusiness or to compete it through full and open procedures has not yet been made. 2) To request information from interested parties regarding their preferred contractingapproach including contract type, to provide the services. All acquisitions methods arebeing considered by the Government including the use of a Government-wide AcquisitionContract (GWAC). NOTE: You may respond to either or both sections of this synopsis. SUMMARY OF PROPOSED WORK BACKGROUND: ARC enables exploration through selected development, innovative technologies, andinterdisciplinary scientific discovery. It provides leadership in astrobiology; roboticlunar exploration; technologies for Crew Exploration Vehicle (CEV), Crew Launch Vehicle(CLV), and Heavy Lift Vehicle (HLV); the search for habitable planets; supercomputing;intelligent/adaptive systems; advanced thermal protection; and airborne astronomy. ARCdevelops tools for a safer, more efficient national airspace and unique partnershipsbenefiting NASA's mission.Code I supports this mission by providing innovative, reliable and secure informationtechnology services by focusing on increasing productivity and collaboration at AmesResearch Center; streamlining the provisioning of computers, software, and computeraccounts; improving IT governance; increasing the transparency of IT spending; improvingthe management of its application portfolio management; and practicing an enterprise-wideinfrastructure management approach.RESPONSES REGARDING POTENTIAL SOURCES STATEMENT OF CAPABILITIES: Interested Offerors having the required specialized capabilities/qualifications tosupport some or all of the work outlined in the attached draft Statement of Work (SOW)are asked to submit a capability/qualification statement of ten (10) pages or less. Therequired font type is Arial and font size should be no smaller than size 12. Figures,exhibits, and diagrams must be readable. Submit your response electronically in PDFformat. The Government requests separate files for Statement of Capabilities andContracting Approach response. The response must include the following: 1) Company name, address, point of contact, phone, fax, e-mail, and website (ifapplicable) as this information will be posted on the ACITS 3 Interested Parties List. 2) Whether your company is large business, small business, small disadvantaged Business,8(a) small business, HUBZone small business, woman-owned small business, veteran-ownedsmall business, Historically Black Colleges and Universities/Minority Institutions(HBCU/MI), or service-disabled veteran-owned small business as defined for NAICS code541513 (size standard $25.0M). 3) Your companys capability in each of the technical areas. These are: a) IT systems and facilities support (including project management; systemadministration; IT security; facility support; hardware and software maintenance;application management; data storage retrieval and archival; records management and vitalrecords management for continued operations; governance and policy analysis; customersupport; and technical planning, analysis, training);b) Network and communication systems and support (including network services; networkand communications infrastructure; emerging network technology; distributed systems; andaudio, video, and voice communication systems as defined in the attached draft SOW); c) Business systems and support (to include financial services; human resources,security, and logistics; business systems infrastructure; and application testing); d) Scientific computing systems and support (to include science applications; andmodeling and tool development); and e) Outreach and informational systems and support (to include web applications; librarysystems; and conference, presentation, and advocacy support).The response must address your companys plan for contract management and administration,to include approaches for providing the necessary resources, supplies and capability forcontract management and administration to meet the requirements. In addition, your companys response should address your ability to increase contractorstaff to support unexpected activity peaks and your plans to reachback to obtain highlyspecialized technical expertise with little lead-time.Please address any standingpartnerships that enable your company to obtain additional support in a rapid manner,including information regarding the duration and nature of these partnerships. For each technical area indicate what percentage of the technical area you would perform.If you plan to subcontract a portion of the effort please explain which portion, if any,you plan to subcontract, and to what size business you intend to target yoursubcontracting efforts.4) The Contractor will be required to provide qualified management personnel,organizational structure, procedural and administration functions to effectively andefficiently manage the work performed under this contract. Describe your capabilitiesand experiences in performing and managing the technical areas listed above. Detail yourcapabilities and experience in working on contracts with multiple tasks and/or projectsand include average number of tasks managed annually. Detail your capabilities andexperience with and process for acquiring and managing subcontractors.Detail yourcapabilities and experience in acquiring and managing subject area experts. 5) A list of relevant work performed in the past five (5) years, including contract type,contract number, technical description, dollar amount, period of performance, and acustomer reference name and telephone number. The Government reserves the right toconsider a small business set-aside based on responses. RESPONSES REGARDING THE CONTRACTING APPROACH:The Government is soliciting contracting approaches to the ACITS 3 procurement that willenhance competition and provide business opportunities. Therefore, the Government isrequesting feedback in the following areas for consideration during acquisition planning:1) Socio-economic considerations: ARC is interested in your comments on establishingsubcontracting goals for small business, service-disabled veteran-owned small business,small disadvantaged business, women-owned small business, veteran-owned small business,HBCU/MI, and HUBZone small business. The Government reserves the right to consider asmall business or 8(a) set-aside based on responses. Please comment on your ability tomeet or exceed the following goals for contracting to small business currently in thecontract, and in which areas of the SOW you would reserve for subcontracted efforts tosmall business. If you have specific experience with PBC in supportof similar contracts, please include your experience and opinion of measurableperformance standards as it relates to the technical areas. Please differentiate betweenyour experiences with PBC as it relates to cost-reimbursement effort and fixed-priceeffort, and comment on the use of PBC in hybrid contracts comprised of elements of each.3) Contract type: Contract types for consideration, alone or in a hybrid combination,include both fixed-price and cost-reimbursement contracts, such as FFP, FPI, FPAF, CPFF,and CPIF. Please include information regarding why a particular contract type orcombination of contract types might be more appropriate (benefits and impediments), howthat proposed contract type would affect costs and how you would propose. ARC willdetermine the most suitable contract type and is more inclined to select either a hybridcontract type consisting of FFP IDIQ and CPFF elements. Please also address possibleperformance measures for technical, cost, and schedule performance; risk mitigation;employee and asset safety and security; innovative best practices; quality of service tousers; responsiveness to changing requirements and budget; and identifying opportunitiesfor technical and administrative improvement. Please address the appropriateness ofapplying a fixed-price to each of the individual elements of the SOW. Please alsocomment on the use of a price deduction clause during contract administration forspecific elements of this requirement.If you had a price deduction clause in a contractunder which you performed, please provide a copy of it with your comments. What lessonslearned do you have to share about performing to similar requirements under a firm-fixedprice contract? 4) Whether your company is on any Government-wide Acquisition Contract (GWAC) for theseservices.5) Technical information: What type of technical information along with the Statementof Work would you like to see with a potential solicitation (e.g., sample tasks)? 6) Contract content/structure: Do you have any suggestions or examples ofrestructuring, simplifications, and clarity in the description of technical areas as wellas other types of additional information that would improve understanding or clarity ofrequirements and terms and conditions?
