Description
I. Background NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control, National Institute for Occupational Safety & Health (NIOSH), Alaska Pacific Regional Office, Anchorage, AK hereby announces its intent to issue a purchase order to the Alaska Marine Safety Education Association (AMSEA) for creation of a safety video: Falls Overboard Survival for Commercial Fishermen. Commercial fishing is the most dangerous occupation in the United States, with a fatality rate of 142 per 100,000 fishermen in 2006, 36 times higher than the national average for all workers. Falls overboard are a major contributor to commercial fishing fatalities in Alaska and throughout the United States. From 1990 to 2005, there were 71 fatal falls overboard in Alaska, representing 24 percent of the total number of commercial fishing fatalities. During that time period, the number of fatal falls overboard did not show a decreasing trend, which emphasizes the need to target prevention efforts at this type of fishing fatality. AMSEA has been providing safety training to commercial fishermen in Alaska for nearly 30 years and is the only known organization in Alaska providing safety training. AMSEA has produced many high quality safety videos for the fishing industry. AMSEA has an extensive network of fishermen from which to locate survivors of falls overboard for interviews in the video. AMSEA has access to necessary personnel (professional digital videographer with experience filming in commercial fishing settings) and equipment, including but not limited to camera adaptable to inclement weather, battery capability for an all-day shoot, personal protective equipment) to produce a high quality commercial fishing safety video. Contractor's crew must be available during summer 2010. This purchase is supported by justification for other than full and open competition to Alaska Marine Safety Education Association under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages.
