- The USDA Agriculture Research Service (ARS) requires that all labor, supervision, tools, and materials be provided to replace the roof on the main laboratory facility at the Appalachian Farming Systems Research Center (AFSRC) located in Beaver, WV. The work includes, but is not limited to, removing the existing built up and single ply roofing systems down to the concrete deck, installing insulation, underlayment boards, flashing, sealant at joints and single ply TPO roof system. The project includes a BASE Bid and (2) Bid Options to cover approximately 17,000 square feet of the roof. The Base Bid includes: approximately 5,600 square feet of the roof. Bid Option 1 includes: approximately 4,900 square feet of the roof. Bid Option 2 Includes: approximately 5,000 square feet of the roof. All Bid Options are pending availability of funding. This project must be completed within 120 days after receipt of notice to proceed. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the Solicitation. This Solicitation will be issued as an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-32. Solicitation No. AG-3615-S-09-0008 is scheduled for uploading on or about August 5, 2009. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. This solicitation is reserved for a HUBZone Set-Aside Business in accordance with FAR 19.1305 and the USDA's the Small Business Competitiveness Demonstration Program (FAR 19.1007). The applicable NAICS is 238160, with a size standard of $14 million. The estimated cost of construction is between $250,000 and $500,000.A PRE-BID SITE VISITwill be scheduled and information shall be provided in the solicitation package. This will be the only opportunity to visit the job site prior to submission of bid. Sealed bids will be due by 2:00 PM on September 4, 2009. Potential offeror's are required to provide the following mandatory information to establish a bidder's mailing list: Company name, contact name, street mailing address, telephone and fax numbers. Also, please identify your business size (identify all that apply): Business Type: HUBZone Small Business, Small Business; Small Disadvantaged Business, Service Disabled Veteran Owned Small Business; Women-Owned. Requests to be included on the bidders list or to receive a copy of the bidder's mailing list must be faxed to the POC by referencing the solicitation number and the project title. A firm-fixed price contract will be awarded to the responsible offeror who submits the lowest bid. Contractors are required to register or update their registration at the Central Contractor Registration website at http://www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov. REQUESTS SENT BY E-MAIL ARE NOT ACCEPTABLE. NOTE: THIS SOLICITATION IS REPLACING SOLICITATION NO. AG-3615-S-09-0004 (FULL AND OPEN COMPETITION UNDER THE COMPETITIVE DEMONSTRATION PROGRAM) WHICH WAS CANCELLED ON 07/21/2009.
