Chaplin GI JAVA This is a combined synopsis/solicitation for services, non-personal prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote #F4D0A19104A002. Submit written offers – on company letterhead using CLINS structure provided below. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.bpn.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35 effective 14 July 2009 and DFARS Change Notice 20090715. North American Industrial Classification Standard (NAICS) 813110 and Size Standard 500 employees apply to this procurement. STATEMENT OF WORK: Project Number: F4D0A19104A002 Project Title: GI JAVA & Launch Pad AMC Manager Contracting Office Address: 30CONS 1515 Iceland Ave, Bldg 8500 Vandenberg AFB, California 93437-5212 1.0. DESCRIPTION OF SERVICES A discription of the procedure to be used in awarding the contract (e.g., request for oral or written quotation or solicitation); and most qualified individual after Interview. Contract Title Position. GI Java & Launch Pad AMC Manager Place of performance: Vandenberg AFB Ca, Contract Award Date: August 31, 2009 Scope. Scope of Contract and Responsibilities. Vandenberg AFB (VAFB) is a continental United State (CONUS) military community comprised of Active Duty, Reserve, Civil Service employees, retirees and dependents. The VAFB Chaplain Service has the responsibility of meeting the spiritual needs of this diverse community as it executes Vandenberg’s continuous global space mission. “GI Java” was built in 2002 as an Airmen Ministry Center (AMC) to accomplish meeting the spiritual needs of dorm Airmen. The 381st TRG “Launch Pad” Airmen Ministry Center is a foundational component to the technical school experience for Airmen entering the space and missile career fields. The VAFB Chaplain Service sponsors and maintains the GI Java & Launch Pad facilities. The programming developed by the VAFB Chaplain Service is implemented in a pluralistic environment and is subject to the standards established by the United States Air Force. The facilities are located in dorm communities to serve those populations. Inter-organization cooperation is the lifeblood to its existence [ex: Airmen on Airmen Against Drunk Driving and Airmen on Charge of Quarters]. Qualifications: Resume must show experience with restaurant, coffee shop, or associated business Strong people skills Must be able to recruit, train and maintain a volunteer base for programs Must be able to plan, advertise, and execute special dorm Airmen functions within GI Java, Launch Pad, or surrounding community (Ex: Superbowl party, Mic-Night) Understand and fulfill military preparations associated with Protocol for DV visits Must be able to resolve interpersonal conflicts and promote constructive working relations Must be able to communicate clearly both orally and in writing Provide at least three references (Professional X 2 and Personal) Pass a background check in accordance with DODI 1402.5 Must be interviewed and recommended by a panel organized by the Senior Protestant chaplain Relevant work experience and academic training with dorm age Airmen (18-23) preferred Possess a valid driver’s license. To drive government vehicles, contractor may be required to complete local training through Logistics Readiness Squadron. Character. Ability to work collaboratively and independently. The individual must be positive, self-directed, motivated and able to interact well with people. Will maintain high standards of personal and moral conduct, dress and grooming, and decorum expected of all those who represent the Chaplain Service. Individual shall not be arrested or violate any public law or applicable Air Force Instruction (except minor traffic violations). The ability to work collaboratively with a diverse staff (Chapel staff, Dorm Managers, Commanders, 1st Sergeants, CE, Services, Bay Orderlies, Volunteer Manager(s), White Ropes, and evening volunteers) is a must and will be adhered to. DATE, TIME AND PLACE OF PERFORMANCE: As needed to accomplish work at Vandenberg AFB, GI Java, and Launch Pad. Approximately 40 hours a week with some weeks requiring less hours and others weeks requiring more hours. Contractor is expected to keep GI Java open from 1100-1230 on weekdays, be present for two evening shifts each week (4.5 hours each), and hours necessary to complete re-stocking purchasing and event preparations. At the Launch Pad, the Contractor is expected to work with the sponsoring chaplain to conduct weekly White Ropes meetings. White Ropes are volunteer enlisted trainee leaders who maintain the 381st Launch Pad. The contractor will also be present for one additional evening shift each week (4.5 hours), and complete hours necessary for re-stock purchasing and event preparations. CONTRACTOR RESPONSIBILITIES: The Contractor agrees to furnish the following described services at the GI Java & 381st AMC locations and times specified by the Vandenberg AFB Chaplain Service: Under the direction of the Senior Protestant or designated Protestant Chaplain the GI Java/Launch Pad contractor will manage the GI Java & Launch Pad AMC Center programs for dorm Airmen.  Plan and supervise normal daily functions and frequent special events which may include but are not limited to: Movie Night, Game Challenge Night, BBQs, Open Mic Night, community service opportunities, etc. Maintain cleanliness of GI Java and ensure White Ropes maintain Launch Pad cleanliness. Spearhead cleanliness and military preparations of GI Java in preparation for Distinguished Visitor tours to GI Java & Launch Pad facility by working with Dorm Managers and Protocol. Receive and process facility requests to sponsoring Chaplain and VAFB Chapel NCOIC. Submit annual RE programming budget proposal and annual calendar for approval to Senior Protestant Chaplain or assigned chaplain. Publish a monthly schedule in GI Java & Launch Pad facilities. Maintain records and statistical information and reporting as required by applicable Air Force Instruction, Air Force Chief of Chaplains policy and the Senior Protestant Chaplain. Ex: Volunteer numbers, hours, and attendance figures for programs/events. Submit inputs to sponsoring Chaplain for Protestant Advisory Committee meetings. Maintain regular office hours. Specific hours will be coordinated with supervising chaplain and should be advertised in parish worship bulletins. Purchase food and cleaning supplies twice weekly (Monday and Friday) using CTOF/MWR funds for GI Java and 381st AMC. Complete CTOF Funds Request and/or MWR documentation to procure supplies and supplemental materials. The contractor is permitted to provide subcontractors who are equally qualified when the chaplain sponsor or the Senior Protestant Chaplain gives prior approval at least three (3) days prior to the absence. The contractor will provide personal transportation and any contractor specific supplies or equipment. Effectively communicate equipment repair and cleaning needs to Dorm Managers who manage Bay Orderly GI Java cleaning and file CE equipment repair documentation. Regularly choose and order Netflix movies. Change GI Java cipher lock code quarterly and notify necessary POCs of new code. Equipment and Supplies The coordinator will be provided with an office, keys, computer with e-mail and internet access, telephone, desk, chair, filing cabinets, necessary shelving and appropriate office supplies. At GI Java facility, office space may be shared with Dorm Manager staff and associated organizations. Office at Launch Pad may be used for storage. The contractor is responsible for returning equipment, supplies, and facilities to the location and/or condition received. Monitoring The Senior Protestant Chaplain will monitor and inspect the contractor’s performance. The Contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance. Dispute Clause Any grievance by the contractor should be resolved at the lowest level possible. The chain of command is as follows: Sponsoring Chaplain, Senior Protestant Chaplain, Contract Officer then the Wing Chaplain. Service Hours. Hours are to be determined and will be 40 hours a week, to include holidays.
