Description
J&A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-09-T-5485, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. NAICS 333618 applies. The Small Business Competitiveness Demonstration Program is not applicable. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for the USNS Ericsson for the following. Original equipment manufacturer (OEM) parts are required. Any offer for other than OEM parts will not be considered: 1.0ABSTRACT: 1.1Provide the services and parts of an Original Equipment Manufacturer’s (OEM) Authorized Overhaul Facility for the Colt-Pielstick PC4.2V Propulsion Diesel Engine to overhaul PC4.2 fuel injector assemblies. 2.0REFERENCES/ENCLOSURES: 2.1References: 2.1.1NAVSEA Technical Manual T9233-AM-MMC-010, Operation Instructions and Illustrated Parts Breakdown, Colt-Pielstick PC4.2 V570 Main Propulsion Diesel Engine for T-AO 187 Class Ship. 2.2Enclosures: None 3.0ITEM LOCATION/DESCRIPTION/QUANTITY: 3.1Injector Body & Nozzle 3.1.1Body P/N T12615305 3.1.2Nozzle Tip (SEMT) P/N 04.016.805277 3.2Quantity: Twenty (20) Injector Nozzle Assemblies to be dealt with. 4.0GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1None 5.0NOTES 5.1The Government will convey Fuel Injector Assemblies listed in paragraph 3.0 from ship to the contractor’s repair facility. 5.2MSC VRR-08-011 5.3POP: Aug 5-25, 2009 6.0QUALITY ASSURANCE REQUIREMENTS 6.1None Additional 7.0STATEMENT OF WORK REQUIRED 7.1IAW Ref. 2.1.1, disassemble the fuel injector assemblies and clean all the parts for inspection. 7.2Renew all lapped surfaces to specification for overall length. This is to include the nozzle to body mating surface and the fuel inlet port on the nozzle body. 7.2.1Additional machining shall be identified in a condition report and covered under a change order. 7.3Re-assembly Fuel Injector with the following spare parts (Table lists quantities per injector listed in paragraph 3.2). Additional parts shall be identified in a condition report and covered under a change order. Test shall note proper spray pattern, dribbling of nozzle tip, fuel leakage between tip and body and fuel leakage into cooling passages. 7.4.1Recondition injector if any of the tests “FAIL”. 7.4.2Provide two (2) copies of a written report listing inspection results, parts replaced, parts reconditioned etc. to the MSCREP within three (3) days of shipment. 7.5The Contractor shall crate the Fuel Injector Nozzle Assemblies to ensure no damage during shipping/delivery. 7.5.1Prior to shipping, cover all ports of the injector to prevent contamination from entering. Crate injectors no more than five (5) assemblies per crate. 7.5.2The contractor shall ship the refurbished fuel injector nozzle assemblies to: DS-2 WAREHOUSE 1112 CAVALIER BLVD CHESAPEAKE, VA 23323 POC: SYLVIA RANDOLPH, 757-485-2335 ext 301 M/F USNS LARAMIE (T-AO 203) The Contractor shall insure this shipment for the replacement value of the Fuel Injector Nozzle Assembly. $4500 per assembly. 7.5.3The Contractor shall stencil the outside of the crate with the following information in one (1) inch high black lettering (Note: The Contractor shall include the contract number and date of reconditioning in place of the “TBDs” below): T-AO Class, PC 4.2, Fuel Injector Assemblies Contract Number: TBD Date of Reconditioning: TBD 8.0GENERAL REQUIREMENTS 8.1None Additional The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.204-7 Central Contractor Registration; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items Alternate I The offeror has completed the annual representations and certification electronically via the ORCA website at http://orca.bpn.gov.
