- PLEASE NOTE: THE CONTRACT VEHICLE IS CHANGING FOR THE DESCRIBED ENHANCED LASER GUIDED TRAINING ROUND EFFORT. THE CONTRACT TO BE MODIFIED WILL BE IDIQ, N00019-05-D-0020 (LASER GUIDED TRAINING ROUND). The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a modification under contract N00019-07-G-0015 to provide additional scope to include the Enhanced Laser Guided Training Round (ELGTR) program. This contract vehicle currently covers the procurement of support/test equipment, engineering and technical services to investigate engineering issues, associated spare and repair parts, as well as special test equipment, software development and logistics studies for the Dual Mode Laser Guided Bomb (DMLGB) program. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Lockheed Martin Missiles and Fire Control has a unique knowledge base of the Dual Mode Laser Guided Bomb (DMLGB) and Enhanced Laser Guided Training Round (ELGTR) programs as a result of its design, development, and modification of these weapon systems. Accordingly, Lockheed Martin Missiles and Fire Control is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Lockheed Martin Missiles and Fire Control at the following address: Lockheed Martin Missiles and Fire Control, 459 Kennedy Drive, Archbald, PA. 18403. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DOD’s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
