Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Aging (NIA) intends to negotiate on a noncompetitive basis with Columbus Instruments International Corporate, 950 North Hague Avenue, Columbus, Ohio, 43204-2121 for one (1) Metabolic Cage System. The acquisition will be processed in accordance with Simplified Acquisition Procedures FAR Part 13.106-1(b). The Metabolic Cage is an integrated system designed to collect and measure volume of rapid assessment on animal housing. The metabolic cages are unique and can not be purchased elsewhere based on US Patent 6,463,879 I (b). The key specifications are listed as follows; -The system shall perform several tasks to determine the volume of a portable liquid ingested by small laboratory animals over an extended period of time. -The system shall provide a liquid dispensing section that has a liquid delivery tube and sipping tube or combination that retains drops/droplets of the portable liquid in a position accessible to the animals. -The liquid dispensing section shall replace each drops/droplets of liquid ingested by animals with succeeding drops/droplets of liquid. -The data ingested by animals shall count the total number of drops/droplets over an extended period of time. -The ability to account for spillage and prevent foraging of food. No other system on the market can make this claim. -The feeder support foods of all types, including powder and high fat diets -The chambers enclose the smallest volume for rapid calorimetric assessment while meeting long term animal housing requirements. -The chamber employ flooring that suspend the animal above waste material. -The chambers employs fans to promote that proper mixing of exhaled gases with incoming fresh air for accurate indirect calorimetric assessment.…. The data shall be collected and tested from all animals in the observation area. The data shall be able to separate animal activities into two groups (1) Ambulatory movements, (2) Non-ambulatory movements such as grooming, scratching or body rotation. The methodology is to monitor the connection between animal activity and water consumption. Columbus Instruments International is the only known vendor that can provide Metabolic Cage System. No other source of supplies will satisfy the agency’s requirement. Interested parties may identify their interest and submit statement of capabilities in response to this synopsis on or before 12:00noon August 6, 2009. All information furnished must be in writing and must contain sufficient details to allow the government to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposed of determining whether to conduct a competitive procurement.
