- Description
- Naval Air Systems Command intends to award a sole source contract to The Boeing Company for production of up to forty-four (44) Reconfigurable Transportable Consolidated Automated Support Systems (RTCASS) and twenty-six (26) SMAT/CAL Kits to support USMC, USAF SOCOM and FMS requirements. The contract will contain a base year and two (2) option years. The base year will be for the purchase of between 12 and 17 RTCASS units and 6 to 10 SMAT/CAL Kits. Option year one is for is 12 to 17 RTCASS units and 6 to 10 SMAT/CAL Kits, and Option Year 2 is for 6 to 10 RTCASS units and 2 to 6 SMAT/CAL Kits. The contract will have provisions for production support, obsolescence studies and implementation, engineering services, and logistic product support. Boeing is the sole designer, developer and integrator of RTCASS and is the only known firm with the unique knowledge, experience, technical data, to provide these items. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer of RTCASS, Boeing is the only firm with the technical knowledge to produce the RTCASS system without a Technical Data Package (TDP), which is not yet available to the Government.
