- ADDITIONAL CLARIFICATION: Quotations will be accepted via email ONLY to Mary.Petruzzo@dhs.gov. Offerors shall include via email: 1. The Price Template Amendment 002 with prices for EACH item. 2. 52.212-3 Offeror Representations And Certifications OR complete the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov and show as active in ORCA on the date responses are due. 3. Three (3) past performance references, including the name and contact information, to verify successful delivery of similar items. 4. The Offeror shall include the contractors name, contact information, and DUNS number in the email. 5. Offerors shall NOT submit the SF-1449 Solicitation form with its quotation. 6. A Blanket Purchase Agreement (BPA) is not an order and the Price Template is NOT an order and funding will not be obligated under this BPA, it is simply a method of evaluating price reasonableness. Offerors who receive a BPA will receive formal orders and funding obligations through purchase orders. See Federal Acquisition Regulations 13.303 for additional guidance (http://www.arnet.gov/far/). SUBMISSION OF QUOTATIONS WHICH DO NOT COMPLY STRICTLY WITH THE INSTRUCTIONS OF THIS SYNOPSIS/SOLICITATION WILL NOT BE CONSIDERED FOR ESTABLISHMENT OF A BPA
