Description
PRE-SOLICITATION NOTICE (Recovery Act Acquisition) Description: The Department of Veterans Affairs, National Energy Business Center 001E(B), 10000 Brecksville Road, Brecksville, Ohio, 44141 anticipates soliciting offers and subsequently awarding a contract for the construction of a Ground Source Heat Pump for Building 51 at the Saint Cloud VA Medical Center, 4801 Veterans Drive, St. Cloud, MN 56303. This notice is advertised as "information only" and is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB's) pursuant to the authority set forth in 38 USC 8127. The contractor shall furnish all labor, materials, equipment, supplies, and travel necessary to perform this contract. This project includes (but is not limited to) general construction, electrical work, plumbing, mechanical, HVAC and other items. A feasibility study for geothermal projects at the site has been completed and will be provided in the IFB when issued. The completion of this project shall not exceed 540 days from Notice to Proceed. The performance objective of the project is a geothermal well field sufficient to support conversion of the existing HVAC systems in Building 51 to geothermally supplied heating and cooling. The solicitation will be issued as an "Invitation For Bid" conducted in accordance with FAR Parts 14, 19, and 36 under NAICS 237130, Power and Communication Line and Related Structures Construction with a size standard of $33.5M. The solicitation will be on or about August 5, 2009. Bids will be due thirty calendar days thereafter, in Building 62, 1st Floor, 10000 Brecksville Road, Brecksville, Ohio 44141. The Government intends to award a firm-fixed-price contract. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $2,000,000 and $5,000,000 for this project. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website. The Government reserves the right to use only the internet as notification of any amendments to this solicitation. It is the offeror's responsibility to view the FBO website daily for any amendments to the solicitation. Telephone questions will not be accepted.
