Description: This notice is for informational purposes only and is intended to provide notification of the use of funds authorized under the American Reinvestment and Recovery Act of 2009 on this contract. The United States Department of Health and Human Services, Indian Health Service, awarded a fixed price competitive task order under GSA Schedule GS23F8132H to Deloitte & Touche, L.L.P., on March 25, 2009 for Federal Financial Management Support services to assist with compliance with the Federal Manager Financial Integrity Act and OMB Circulars A-123. The scope of the order includes evaluation, documentation, and testing of management controls. Subsequent to placement of the order, the Department published additional guidance that supplements OMB Circular A-123 to address the specific accountability and transparency requirements of the Recovery Act. This action is to fund a modification with Recovery Act funds to evaluate if the work accomplished to date adequately covers the supplementary guidance and to accomplish the necessary work to address any identified deficiencies. The rationale for using other than a competitive procedure is that the change is within the scope of the existing order and cannot reasonably be accomplished as a separate acquisition.
