Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. NHTSA welcomes Corporate Capability Statements from all individuals and organizations. NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA’s use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA’s evaluation of the information received. As a result of this Notice, NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this Notice. Scope: The purpose of this contract is to procure a tire efficiency testing system capable of meeting or exceeding the requirements of ISO 28580. The machine must meet general industry standards for any tire testing machine capable of being used to test to the requirements of Federal Motor Vehicle Safety Standards (FMVSS) for tires, such as FMVSS Nos. 119 and 139 high speed or endurance tests, and be reliable, supportable with spare and repair parts, repairable, maintainable for all of its subsystems and components. The machine will be used by the agency to perform on-site tire efficiency (rolling resistance) testing on passenger car (PC), light truck (LT), motorcycle (MC), and medium/heavy truck (M/HT) tires to ISO 28580 at its San Angelo Test Facility in San Angelo, TX. GENERAL REQUIREMENTS The Contractor shall be tasked to provide a fully integrated tire efficiency (rolling resistance) testing system, which will consist of: A tire test machine capable of testing tires for tire efficiency to meet or exceed the requirements of ISO 28580; the machine must be featured as a minimum: a.An industrial motor and drive b.A load application system c.A load cell to measure radial load d.A road wheel e.Electrical relay panel f.Instrumentation for required parameters, data amplification and control electronics The shipping, receiving, installation, alignment and calibration services of the testing system at San Angelo On-site set-up, start-up and demonstration services for the machine at San Angelo Training by contractor personnel, including travel and expenses, for 40 hours over at least five working days, on-site, to the San Angelo Test Facility staff. Technical operation, maintenance and repair manuals and relevant mechanical, electrical, hydraulic, and pneumatic documentation. Spare and repair parts options for all subsystems of the machine system, including a listing of the recommended spare and repair parts based on price, frequency of expected use, and time of replacement The identification of all support equipment necessary to use the machine a. Pricing for support equipment that must be mounted on the machine system, such as rims, spindles, etc. b. A listing of support equipment that is not mounted onto the machine, such as lift, carts, etc. Technical assistance to NHTSA in the preparation of an environmentally controlled space to house, secure and accommodate the testing capability of the system, including the test machine, the computer (hardware and software), interface requirements (electrical, hydraulic, pneumatic, space/clearance, etc.), the spare and repair parts, maintenance and repair clearances, reasonable storage, support equipment specs and location parameters A statement of financial and scheduling terms if the contractor was awarded the tasking outlined herein Format of Corporate Capabilities Statement: Any interested system manufacturers should submit a response addressing the aforementioned requirements and the firm’s qualifications, abilities and experience in this area in a response of no more than 10 pages. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large Business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
