- DESCRIPTION: Contractor will be required to provide all labor, equipment, tools and materials necessary to perform specified renovations of Green Cove Train Station. The worksite is located within the administrative boundaries of the Mount Rogers National Recreation Area, George Washington and Jefferson National Forests, in Washington County, Virginia. The Schedule of Items will include a base item for the replacement of the historic roof; with four optional items including the replacement of the historic windows, installation of new building insulation, furnishing and installation of new ductless split system heat pumps, construction of a new concrete pad and screening fence for exterior HVAC units, and furnishing and installation of new lighting and a new ceiling fan. GOVERNMENT COST ESTIMATE: Between $25,000 and $100,000 DIRECTIONS TO SITE: Green Cove Train Station is located approximately 10 miles east of the town of Damascus, VA, off of US 58. Further directions (if necessary) can be obtained from the Mount Rogers NRA Headquarters Office (276-783-5196). PERIOD OF PERFORMANCE AND SITE VISIT INFORMATION: Contract time for the Base Item will be 30 calendar days from the effective date of the Notice to Proceed. Fourteen additional days contract time will be given for each optional item awarded. Site Showing will be held on August 19, 2009 at 1:00 p.m. at the Green Cove Train Station. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 236220; the small business size standard is $33.5 million. BONDING INFORMATION: No bid guarantee is required. Contractor will be required to furnish 100% Payment Protection in the form of a payment bond or an irrevocable letter of credit to the USDA, Forest Service within 10 calendar days of the date it receives notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-09-0049 and related documents will be issued via FedBizOpps as a Request for Quotations and will be available for downloading on or around August 5, 2009 at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit an quotation which will be considered by the agency.
