Description
The Contractor shall assist with the Construction Quality Assurance of various construction contracts primarily within Los Angeles District, but may be used throughout South Pacific Division. Construction Quality Assurance is the process by which the Government assures the end products quality. The responsibilities of individuals engaged in Construction Quality Assurance are described in detail in paragraph 7 of ER 1180-1-6, Construction Quality Management. The Contractor's role in observing, monitoring or inspecting the activities of the Construction Contractor is not intended in any way to require the Contractor to assume any responsibility for the construction methods, means, techniques or procedures, including any health or safety requirements, or to be subjected to non-meritorious litigation relating to site accidents or other circumstances associated with the construction Contractor's activities. The Contractor shall provide technically competent and appropriately qualified construction Quality Assurance (QA) personnel. The Contractor shall be responsible for providing the necessary management to perform this contract. Resumes of all Contractor personnel shall be submitted to the Government for review and approval prior to any individual commencing work. The Contractor shall provide full-time on-site quality assurance support persons capable of performing a full range of construction QA functions, including: (1) Senior Quality Assurance Representative. This level has significant inspection experience with capability of handling large projects of moderate complexity and may oversee the work of lesser-experienced Inspectors. Requires 6 to 9 years of experience with some technical training or the equivalent. (2) Quality Assurance Representative. Ensures, through testing and observation, that the project construction complies with plans and specifications and that contractor follows the contract documents. Is experienced in a given discipline of inspection work and/or has the capability to monitor several types of work activity. Requires 2 to 5 years of inspection experience. (3) Junior/Assistant Quality Assurance Representative. This is an entry-level position in inspection work that is closely supervised. Will be assigned to observe and inspect construction work of limited complexity and prepare daily inspection reports, with problems referred to supervisor. Requires 0 to 2 years' experience with a good familiarity with construction procedures. Small Business Size Standard for this acquisition is $13 Million. Not all evaluation factors and sub-factors have been assigned at this time, but some of the items that will be evaluated are technical approach, past experience, and past performance. Offerors responses to this synopsis for the following questions are sought from prospective prime contactors. Include offerors name, address, point of contact, phone number, and email address; and your interest in bidding on the solicitation when issued. Responses shall be limited to 5 pages. 1. To what extent are you familiar with the Corps of Engineers Construction Quality Management procedures? 2. Our primary interest is in the qualifications of your personnel who would be assigned to our projects. Please describe the quality assurance experience of your personnel. 3. Describe your firms management system to coordinate and oversee the quality assurance efforts for multiple task orders over a large geographic area. 4. Describe some of the projects for which your firm has provided construction QA/QC. Include a brief description of the project, customer satisfaction, and dollar value of project.
