- Arcata Associates, Inc. has a requirement for one (1) each H-AS-GPC128SC-20,SCRAMNET GT PCI Network interface 128Mb, ten (10) each H-AS-GPM128SC-20, SCRAMNET GT PMCNetwork Interface 128Mb, seven (7) each H-AS-3900-00041, PMA-C/3U, PMC to CPCI Adapterfor 32 or 64 bit PMC, 3U faceplate.Arcata Associates, Inc. intends to purchase the items from Systran Corporation located at4126 Linden Avenue, Dayton, Ohio 45432. Systran Corp. is the only known source forSCRAMNet GT Interfaces. Curtiss-Wright Controls is the sole manufacturer of this product.We are currently using a SCRAMNet version for simulation and we are looking to upgradethe system to a GT. These components must synchronize with the current system. Also, theexisting simulation software must remain. Procurement from a vendor other than therecommended vendor would require complete and total re-engineering of the concept ofthese boards. It would also cause undue delay to the government to try and locate asource with same capabilities, and the time and cost to verify accuracy. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. StandardPacific time on 8/7/09. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
