- Description
- The Department of Commerce, National Institute of Standards and Technology (NIST), Gaithersburg, MD Acquisition Management Division Office intends to install a communication system between the Building Automation System (BAS) and the Fire Alarm System (FAS) by taking the output alarm signals from the existing 115 alarm points with the existing BAS (Siemens System 600) into the existing FAS (Simplex 4120). These points will then be monitored by a remote fire alarm monitoring station, located at the NIST Central Plant, Gaithersburg, MD Campus. The commutation between the BAS and the FAS shall be done via an Master Building Control (MBC) panel and relay panel. The Statement of Work and related documents will not be made public until the solicitation has been issued. In accordance with FAR 36.204, the anticipated magnitude of this project is between $250,000.00 and $500,000.00. A bid bond and performance and payment bonds will be required against this solicitation and resulting contract. The period of performance for this project shall be four (4) months after issuance of the Notice-to-Proceed. The standard classification NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. With a small business size standard of $14.0 million. THIS WILL BE A SMALL BUSINESS SET ASIDE. All contractors doing business with the Federal Government are required to be registered with the Central Contractor Registry (CCR) and the On-Line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun and Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun and Bradstreet at 800-234-3867 or on line at https://www.dnb.com and opening "get a D&B D-U-N-S number". All responsible sources may submit a proposal which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at http://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about August 5, 2009, and will only be available on FEDBIZOPPS at the above website. Potential offerors are responsible for accessing the website for all information regarding the solicitation. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. NIST will not mail paper copies of the request for proposal or any affiliated documents. No telephone requests will be honored and no bidder lists will be maintained.
