- RECOVERY, Department of Veterans Affairs, Portland VA Medical Center, 1601 E 4th Plain Blvd, Vancouver, WA anticipates soliciting offers and subsequently awarding a contract for the construction of general construction, alterations, and improvements to construct Master Antennae Television ( MATV ) and Radio, including equipment, and electrical work for the installation of headend equipment, cabling, and work necessary to support and encompass a viable, working system to be available at each patient/resident bed located at its Vancouver Campus in Vancouver, Washington. This notice is advertised as "information only" and is limited to Service-Disabled Veteran-Owned Small Businesses (SDVOSB's) pursuant to the authority set forth in 38 USC 8127. The contractor shall furnish all labor, materials, equipment, supplies, and travel necessary to perform this contract. A full set of plans and specifications will be provided in the RFP when issued. The completion of this project shall not exceed 180 days from Notice to Proceed. The solicitation will be issued as an "Request for Proposal" conducted in accordance with FAR Parts 15, 19, and 36 under NAICS 236220, Commercial and Institutional Building Construction, with a size standard of $33.5M. In accordance with the Instructions to Offerors - Competitive Acquisition provision of this solicitation (FAR 52.215-1 Instruction to Offerors-Competitive Acquisition), the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best proposal. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Only one award will be made as a result of this solicitation. In accordance with FAR 15.101-2(b)(1) award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The solicitation will be issued on or about August 6, 2009. Bids will be due thirty calendar days thereafter, they will be delivered by e-mail address listed in the solicitation. The Government intends to award a firm-fixed-price contract. Magnitude of Construction is expected to be between $100,000 and $250,000 for this project. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website. The Government reserves the right to use only the internet as notification of any amendments to this solicitation. It is the offeror's responsibility to view the FBO website daily for any amendments to the solicitation. Telephone questions will not be accepted. Questions will not be accepted until after the site visit established in the solicitation.
