Description
Naval Air Systems Command (NAVAIR) intends to award a Sole Source Fixed Price Incentive-Type contract to Rockwell Collins, Inc., of 400 Collins Road NE, Cedar Rapids, IA 52498-0001, for Low Rate Initial Production (LRIP) of the Block I Modification to the E-6B aircraft, pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Under the proposed contract, Rockwell will install the Block I Modification on four (4) E-6B Aircraft, perform associated Training System Modifications and provide Logistics Support. The Block I Modification is required to achieve Initial Operational Capability (IOC) in Q3 FY13. As a result of operational tasking, only two aircraft are available for installation at any given time. To meet this IOC requirement with only two aircraft available, the LRIP contract must begin in Q4 FY10 and an RFP must be released in November 2009. The Block I Technical Data Package (TDP), which is required to perform the LRIP contract effort, is currently being developed by Rockwell Collins under NAVAIR contract N00019-04-C-0101, and will not be available in time to support an RFP release in November 2009. A Solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
