Description
The Naval Air Systems Command, St. Inigoes, MD intends to issue a Basic Ordering Agreement (BOA) for the duration of three years with L3 Communications, 10770 Wateridge Circle, San Diego, CA 92191-5701, to obtain repair and replacement parts for Interrogator Set AN/UPX-24(V) and its subassemblies. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1) implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Litton is the sole designer, developer, and manufacturer of the AN/UPX-24(V). As such, it is the only source possessing the specialized knowledge of the equipment required to identify faults, make needed repairs, and provide the high level of field and system engineering and spares support necessary to upgrade the system and correct major problems as they occur. This synopsis is for informational purposes only. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 3:30 p.m. EST on 14 August, 2009. This applicable NAICS code for this requirement is: 811219 with a size standard of $6.0 M. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. All responsible sources may submit a proposal that shall be considered by the Agency.
