- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Naval Surface Warfare Center Crane intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Teradyne, 600 Riverpark Dr. North Reading, MD 01864-2634. The IDIQ will cover a five year period to procure Teradyne 9100 Spectrum testers and associated spare equipment, instrument calibration, and maintenance. Inspection and Acceptance will be at Destination, and delivery requirements will be defined at the delivery order level. These units will be used in support of the Strategic Systems Program's (SSP) Trident II D5 Life Extension requirements. This will be a Firm Fixed Price (FFP) contract. Procurements under the IDIQ will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. The basis for restricting competition is that Teradyne, being the Original Equipment Manufacturer, is the only known source for each of the items that can satisfy the Government's requirements, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered! through competition. This procurement will utilize the alpha contracting process and the solicitation will not be posted to the www, but will be made available to anyone requesting a copy. All changes to the requirement that occur prior to the closing date, 31 August 2009, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror's that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
