Description
The Naval Air Systems Command, Patuxent River, MD intends to award a delivery order under Basic Ordering Agreement N00019-07-G-0008 with Bell-Boeing Tiltrotor Team for a procurement of test stands in cells 200 and 203. The test stands in cells 200 and 203 are used for research and development, which includes verification of gear box upgrades/changes, second source qualification and future analysis. The primary objective of this procurement is to upgrade the test stand in test cell 200 to allow the installation of a prop-rotor gearbox (PRGB), and to provide maintenance and calibration of both test stands in anticipation of future testing. The contractor is expected to provide PRGB input adapters for the installation in test cell 200, provide quarterly maintenance on the parts, materials and supplies for the test stands in cells 200 and 203, and provide personnel to calibrate the 200 and 203 test cells. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bell-Boeing Tiltrotor team is the sole designer, developer, and producer of the V-22 tiltrotor aircraft. As such, it is the only responsible source that possesses the technical data and requisite knowledge required to meet the Government’s requirement.
