- The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), intends to enter into a contract with Stantec Consulting, Inc., developer of the proprietary Highway Pavement Management Application (HPMA) software currently in use by EFLHD. Tasks will include two phases to review existing database, develop and populate HPMA database, analysis of parameters and models, preliminary PMS analysis and finalization of models and documentation.
