- RECOVERY. This notice is provided for informational purposes only. This project is funded through the American Recovery and Reinvestment Act of 2009. A firm fixed priced task order has been issued to STV, Inc. of Douglassville, PA, for architectural and engineering (A-E) design services to replace the Air Distribution System at the Appalachian Fruit Research Station, located in Kearneysville, West Virginia. This task order was awarded against an existing contract, AG-3K15-C-08-0007, which had already been competed in accordance with the Brooks Act and awarded as an Architect and Engineering, Indefinite-Delivery, Indefinite-Quantity Contract. The selection of STV, Inc. was based upon criteria which included the following: overall technical expertise, and an internal analysis of costs.
