- The U.S. Fish and Wildlife Service (USFWS) in Atlanta, Georgia intends to award a sole source contract with University of Tennessee Agricultural Experiment Station, in Knoxville, Tennessee. This acquisition is required to support the Service and the Division of Migratory Birds & State Programs with the mandate to improve the conservation status of Golden-Winged Warbler. This project will implement prescribed burning in support of the conservation strategy for Golden-Winged Warblers and associated priority early- successional species in Cumberland Mountains of Tennessee. There is no solicitation. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This is a time sensitive need, as the habitats that currently sustain this species are rapidly succeeding to more mature habitat that will no longer support breeding. It is the Government's belief that this requirement can only be met by University of Tennessee Agricultural Experiment Station. The University of Tennessee Agricultural Experiment Station has the unique capabilities to meet the agency needs because they have worked with Tennessee Wildlife Resources to identify specific lands that can be managed/improved to ensure suitable breeding habitats for breeding season. THIS NOTICE OF INTENT IS NEITHER A REQUEST FOR QUOTATION NOR A FORMAL SOLICITATION OF OFFERS.
