- In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Acquisition Management, NETC & Regional Support Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Hyatt Regency Crystal City, 2799 Jefferson Davis Highway, Arlington, VA 22202 for resources to provide stakeholder outreach and training o n behalf of the FEMA National Preparedness Directorate, Community Preparedness Division. FEMA OAM intends to award a Firm-Fixed Price Contract for meeting space, audio visual equipment, and related items. Meeting/training must be conducted during the period 9-13 August 2009 for approximately 750 personnel. The proposed contract is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 15 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS code for this procurement is 721110. If no responses are received, the Government will proceed with the sole source negotiation with Hyatt Regency Crystal City.
