Description
The National Cancer Institute (NCI) plans to enter into a sole source procurement for adapting key findings of the 2008 Public Health Service (PHS) Guideline to use in an Electronic Medical Record (EMR) platform with the University of Wisconsin; 21 N Park St, Suite 6401; Madison, WI 53715-1218. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541511 and the business size standard is $25 million. A key challenge for clinical practice guidelines has been to effectively translate the findings into tools and messages that result in routine implementation into clinical practice. Past tobacco dependence treatment guidelines, particularly the 2000 release, generated great interest (e.g. over 5 million copies of guideline-related materials were produced and distributed by AHRQ). There is also evidence that practice changes have resulted, based on consumer and provider surveys. The expanded use of the EMR in clinical practice settings over the last decade, which is likely to accelerate with new Federal support for EMR adoption, creates an important new opportunity to provide turnkey modules and feedback mechanisms that can be readily integrated into the EMR, resulting in improvements in health care delivery and quality of care. The purpose of this project is to adapt key recommendations from the 2008 PHS Guideline Update, Treating Tobacco Use and Dependence (Guideline Update) for Electronic Medical Record (EMR) use. The contractor shall develop modules that can be readily adapted into code for use in an EMR, as well as a mechanism for using these data to provide EMR feedback to clinicians and clinics on their delivery of evidence-based tobacco dependence treatment. The period of performance shall be for 12 (twelve) months from date of award. The University of Wisconsin’s Center for Tobacco Research and Intervention (UW-CTRI) has been awarded P50 funds for a Transdisciplinary Tobacco use research center over the past 10 years where they have worked closely with health care systems. UW has been working collaboratively with one of the two largest Electronic Medical Record (EMR) Platform vendors with the objective of integrating working models for smoking cessation interventions into their software. Furthermore, UW-CTRI has served as the lead organization for the development of the Public Health Service (PHS) Clinical Practice Guidelines, Treating Tobacco Use and Dependence (published in 1996 & 2000) and the 2008 PHS Guideline Update, Treating Tobacco Use and Dependence (Published May, 2008). The guideline effort provides UW-CTRI a reference library of over 6000 research studies that will be used to craft the specific information required for the treatment algorithms and care giver advice that will be required for successful completion of this task. Also the University of Wisconsin has proprietary ownership of these data and therefore, is uniquely qualified to perform this work. No other group or entity has access to these data. The continuity of the data requires that these data be pulled and updated for use in the medical community from the same sources and in the same format for ease of use. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on August 3, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
