Description
The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to Kator, Parks, & Weiser P.L.L.C for legal services. PBGC is currently in the midst of an EEO investigation of claim made against PBGC by a PBGC employee. To avoid the possible appearance of a conflict of interest, PBGC has decided to retain outside counsel. To ensure that the interests of PBGC are fully represented, PBGC needs an outside law firm with significant experience and expertise in Federal sector EEO matters, federal personnel law, and a familiarity with the PBGC. Kator, Parks, & Weiser P.L.L.C, through its partners, Jessica Parks and Cathy Harris, is uniquely qualified for this service. Kator, Parks & Weiser, PLLC is a Washington, D.C. based law firm with a civil practice in employment law, and a special concentration on employment law involving Federal employees. Moreover, they have previously served as outside legal counsel representing PBGC on other personnel and EEO matters. Due to their previous work for PBGC, Ms. Parks and Ms. Harris have a unique knowledge of PBGC operations. In addition, Ms. Parks and Ms. Harris have extensive experience and a proven track record of success appearing before the EEOC. They are willing to provide the services, and are available on short notice. PBGC needs to quickly bring in counsel and brief them on the case to ensure that it is adequately represented regardless of any course of action the complainant may take. The Contractor, through its partners and associates, will represent PBGC, as needed, before the EEOC and/or in District Court. The representation of PBGC may include, among other things, taking depositions, document review, preparation of legal arguments, drafting a motion for summary judgment, representation at a pre-hearing conference, representation at a hearing before the EEOC, working with an Assistant U.S. Attorney from the Department of Justice, and representation at any settlement discussions. This is not a Request for Proposal (RFP), but a Notice of Intent. An RFP will not be issued.
